Why does the world’s largest board fail again and again, who is the ‘villain’ of CBSE?

CBSE is under the scanner since the declaration of 12th board results. While the alleged irregularities in the on-screen marking system adopted for the 12th board examination raised questions on the CBSE system, on the other hand the government also got criticized a lot. After which, after the meeting of the Parliament Committee on Tuesday, the government also took major action in view of the alleged irregularities in the on-screen marking system adopted for the board examination. The government transferred the Chairman and Secretary of CBSE. What problems are students facing in the on-screen marking system? Let us introduce you to the entire matter in this report.

CBSE’s re-evaluation portal was to go live on Monday, but due to technical glitch, the website remained ‘Under Maintenance’ throughout the day. When the CBSE re-evaluation portal opened on Tuesday. Even then the problems of the students did not go away. The portal opened at 4.42 am on Tuesday, but after 5 hours problems started appearing again in opening the portal. Many students started complaining that the portal was not opening completely. In response, CBSE has told the students that if anyone is facing any problem in opening the portal then please message, their problem will be resolved. This means that CBSE, which examines lakhs of students, has once again failed. Actually, 17 lakh students of class 12th in CBSE are forced to bear the negligence of the system. And OSM i.e. On Screen Marking System has become a new example of half-baked preparation.

This time is no less than a ‘test’ for CBSE. CBSE had issued a tender to Coempt Edutech company for digital assessment. This contract was given to the company for ₹ 384 crore. The big thing was that a technical glitch was found in the OSM platform. There were continuous problems in opening the re-evaluation portal. Amidst this chaos, questions started being raised on the tender process and company selection. When questions started being raised on the tender process and selection of the company, the Education Ministry asked for a report. The report of OSM tender process has been sought from CBSE. It is also being said that the Union Education Ministry is not satisfied with the clarification given by CBSE.

Why questions are being raised on CBSE in OSM tender process?

The Education Ministry has ordered an investigation. Now it will be investigated whether there were irregularities or negligence in the tender process. The Ministry of Education is also examining the cyber security system and digital assessment system. Now also know what questions are being raised on CBSE in the OSM tender process. Actually, this tender of CBSE was given to Coempt Company of Hyderabad. Coempt company had won the contract leaving TCS behind. If we talk about technical score in the tender process, Coempt got 91 marks while TCS got 89 marks. In the technical score criteria, Coempt was ahead by just 2 points. In the subjective answer book evaluation criteria, Coempt got 100 marks while TCS got 0 marks.

Tender worth ₹384.6 crore given to Coempt company

Coempt company had experience with OSM. Talking about the rate of copy checking, Coempt quoted ₹25 per copy while TCS quoted ₹53 to ₹65. That means there was double the difference in the rates per answer sheet of both the companies. Talking about the total estimated cost, Coempt was given to the company for ₹ 384.6 crore, whereas if TCS had got the tender, it would have had to pay ₹ 951.3 crore. There was a difference of ₹ 566 crore in the tenders of both the companies, from here Coempt got the edge. CBSE’s argument on this is that Coempt is a smaller company than TCS. But still Coempt had more technical experience. Coempt got advantage in financial evaluation.

CBSE adopted this model in the tender process

According to CBSE, Quality and Cost Based Selection model was adopted in the tender process. In this model, 70% importance is given to technical quality and only 30% importance is given to cost. Coempt’s technical score was better. The cost was much lower than TCS, Coempt came ahead in the final ranking.

What is the controversy?

Now understand the controversy. The OSM system has been fully implemented this year. Board exams were started from 17th February. The tender was given to Coempt on 5 December. The new system was implemented just 74 days before the exam. When the tender process was started, CBSE relaxed the tender standards. Now questions are being raised on this also.. It is very important to know what that exemption was. The standard of DPI resolution was initially set at 300 DPI. Later reduced to 200 DPI

relaxation in penalty rules

Earlier there was a requirement for robotic high-speed scanner, later there was talk of a normal scanner. Earlier scanning of the answer sheet spine was to be done without tearing the copy but later the condition of scanning without tearing the copy was removed. Earlier there was a provision of heavy fine for wrong scanning. Later the rules of fine were relaxed. The most important thing was to remove the blacklisting clause. The first condition was that the tender would not be given to the blacklisted company.

Later this clause was removed from the tender conditions. CMMI’s software maturity level was kept at level 5, later it was reduced to level 3. There was a change in the scoring matrix. Earlier the focus was on quality. Later quantity was given more importance. Let us tell you that this information has been obtained through RTI.

15 lakh hits on the portal within 2 minutes

Meanwhile, a big claim of CBSE has come to light. An attempted cyber attack was made on the portal. According to CBSE, mischievous elements tried to carry out a cyber attack. The portal received 15 lakh hits within 2 minutes. More than 1 lakh attempts were made to access without permission. The platform has been improved based on feedback. The time limit for login session was also extended. The technical team of CBSE is fully alert. Till 3 pm on Tuesday, 16000 students have applied.

Government’s action after the Parliament committee meeting

The Central Government has taken major action in this matter after the Parliament Committee meeting on Tuesday. Taking action, the government transferred CBSE Chairman Rahul Singh and Secretary Himanshu Gupta from the board. His IAS officer Lokhande Prashant Sitaram has been appointed as the new chairman and Varun Bhardwaj has been appointed as the new secretary of CBSE.
