Madhya Pradesh Chief Minister Dr. Mohan Yadav took many decisions for public welfare on June 2. The cabinet meeting approved Rs 21,485 crore for all-round development, public welfare and strengthening the health systems of the state. The Cabinet approved the Ownership Rights Records Execution and Registration Scheme-2026. In order to provide easy loans to the landholders whose rights records have been created under the ownership scheme in the state, these created rights records should be registered. For this, Deed of Conveyance will be executed and registered.
For the implementation of this scheme, action will be completed under a special campaign. A total of 68.11 lakh rights records have been created so far. This includes 48.32 lakh personal properties. Stamp duty or registration fee will not be charged from citizens for registration of rights records. The entire expenditure amount of Rs 3800 crore will be borne by the state government.
Know about ownership rights scheme
Point to be noted is that Madhya Pradesh This will be the first state where the path to economic progress of the citizens of rural areas is being paved by securing their land rights. In order to provide the citizens of rural areas of Madhya Pradesh their statutory rights under the Swamitva Yojana, rights records have been created using drone technology. For effective implementation of the scheme, a committee will be formed under the chairmanship of Commissioner Land Resources Management to issue detailed guidelines, determine the process and review from time to time.
In this committee, Inspector General of Registration and Superintendent of Stamps, Commissioner of Treasury and Accounts, Commissioner-Director of Panchayat and Rural Development Department and Managing Director of MPSEDC will be members and subject experts can be added as per requirement. Rs 10 crore has been sanctioned at the state level for publicity of the scheme, printing expenses and conducting public awareness activities. The Revenue Department has been authorized to issue detailed circular of the scheme and clarifications etc. as per requirement from time to time.
Decisions for Public Health and Medical Education Department
The Cabinet approved approximately Rs 17 thousand 59 crore under the Public Health and Medical Education Department to strengthen the health systems. The Cabinet approved Rs 14,363.95 crore for the continuous operation of the Medical College Affiliated Hospital Scheme from April 1, 2026 to March 31, 2031. Under the scheme, the state government is running medical colleges and affiliated hospitals at 12 district headquarters to provide free quality health facilities to the general public of the state and to develop human resources for medical treatment in the state.
Approval of Rs 657 crore has been given for the scheme related to strengthening of PG courses in medical colleges. Under this, there will be an increase in additional postgraduate course seats in the medical colleges running in the state as a result of construction of additional infrastructure and replacement of new machines and equipment as per the standards of the National Medical Commission with the financial support of the Government of India. With this, along with the expansion of medical education at the national and regional level, availability of medical human resources will be ensured for the general public from remote rural areas to the district level.
The Cabinet approved Rs 1200 crore for the scheme related to construction of new medical colleges. As per the approval, buildings for new medical colleges will be constructed in Ujjain, Seoni, Chhatarpur, Damoh and Budni. Rs 838 crore has been approved for the plan to increase MBBS seats. Under the scheme, necessary equipment can be provided for infrastructure construction, installation of modern equipment, teaching and college activities in the medical colleges run in the state. With this, approval for increase in MBBS seats will be obtained from the National Medical Council.
Important decision to give uniforms to children
The Cabinet revised the cost amount of the under construction District Court Building, Piplihana, Indore from Rs 411 crore 1 lakh and approved it to Rs 626 crore 61 lakh. The Cabinet has decided to provide ready-made uniforms to the students of classes 1-8 through the tender process from the session 2026-27. Madhya Pradesh Textbook Corporation has been authorized for the tender process. The target is to provide two pairs of uniforms to the students studying in government schools before the start of the academic session. This will ensure supply of quality uniforms to the students within the time limit.
Panchayat Raj and Village Swaraj Act 1993 (Amendment) Ordinance, 2026
The Cabinet approved the draft of “Madhya Pradesh Panchayat Raj and Village Swaraj Act 1993 (Amendment) Ordinance, 2026”. According to the approval, an ordinance will be promulgated by the Governor under clause (1) of Article 213 of the Constitution. On the other hand, the Cabinet has approved the draft of “Madhya Pradesh Cess (Amendment) Ordinance, 2026” to amend Section 9(1) of the Madhya Pradesh Cess Act, 1981. The Finance Department has been authorized to take the process of promulgating the Ordinance under clause (1) of Article 213 of the Constitution of India.
At present, under the Swamvaat Yojana run by the Revenue Department, in view of the registration of rights records and wide scale registration of property ownership records in rural areas, the Act can be updated as per the financial and administrative requirements and the interests of government revenue can be protected.
“Tanvi the Great” and “Shatak: 100 Years of Sangh” are exempted.
The Cabinet has approved the decision of the state government to exempt from SGST on the screening of Hindi feature film, “Tanvi The Great” directed by Anupam Kher and Hindi feature film, “Shatak: 100 Years of Sangh” directed by Ashish Mall in Madhya Pradesh. According to the decision, by reimbursing the equivalent amount of State Goods and Services Tax (SGST) of both the films under Madhya Pradesh Goods and Services Tax Act, 2017, rebate of the said amount has been provided to the cinema-goers. For this, the orders issued by the department on 24 July 2025 and 3 March 2026 have been ratified.
The Cabinet ratified the order issued on 10 May 2026 regarding constituting a single-member Judicial Inquiry Commission under the chairmanship of retired Justice, High Court, Jabalpur Sanjay Dwivedi for judicial inquiry into the loss of life due to the cruise accident on 30 April 2026 at Bargi Dam, Jabalpur.
