Recently, Prashant Kishore is very active in the encounter of Bharat Tiwari in Chapra. Bharat Tiwari was killed by Arrah police on June 17. He was accused of possessing illegal weapons and threatening the police, while the people there called it a murder committed by the police.
According to local people, Bharat Tiwari was fighting the plight of his village. Due to this he had many conflicts with the local administration. That is why when his encounter took place, he neither had any weapon nor the power to confront. He himself made a live video of his encounter. In fact, when he threw away his weapon and handed himself over to the police, his video was still on. Therefore the entire incident went live. The storm that erupted on social media after this forced Chief Minister Samrat Chaudhary to become defensive.
Is this a referendum?
Prashant Kishore has brought the by-election of Bankipur seat on the national platform. He has called it a referendum. According to him, the victory of Jan Suraj Party in this election will decide the future of Bihar. On one side, 242 members of the Assembly and on the other side, an MLA from Jan Suraj Party will change the direction of Bihar politics. This seat has been with BJP for the last 40 years, in such a situation the intervention of Jan Suraj Party will be very important.
Prashant Kishore has said, victory will also show who has the grassroots understanding of Bihar. According to PK, Jan Suraj Party respects the opinion of its workers. Here the leader is not imposed from above, rather the opinion of the party and the local public is considered. That is why Jan Suraj Party is, in a way, conducting a referendum here.

On June 17 last month, Bharat Bhushan Tiwari was shot by the police. Although Bhojpur police kept calling it an encounter, but from what came to light through the video, there was no evidence that Bharat Tiwari opened fire on the police. No criminal record of any kind was found about him. Only one thing came to light that on March 24, 2025, an FIR was lodged at Shahpur police station by Inspector Ramashankar Baitha.

Bharat Tiwari’s encounter sparked a wave of anger not only in Bihar but in the entire country. Youth from all over the country reached his village and expressed their protest, but the mainstream political parties in Bihar remained silent on this entire incident. At first only Purnia MP Pappu Yadav reached his house. After this, some MLAs also went to his house, but Prashant Kishore raised the flag on this issue.
They called it murder and organized a huge public demonstration regarding it. He called it a fake encounter. According to him, this is a straight murder, which was done by the police. He met the victim’s family and assured them of compensation. Also called a Mahapanchayat. Due to his efforts this issue became a medium of discussion and anger among the people. Due to this, Samrat Chaudhary government became defensive on many issues.
Bankipur is traditional seat of BJP
Soon after this, Prashant Kishor’s Jan Suraj Party inspired Prashant to contest the by-election from Bankipur Assembly. On Sunday, July 5, Manoj Bharti, Bihar State President of Prashant Kishore’s Jan Suraj Party, also officially announced the candidature of Prashant Kishore.
This seat is very decisive. Firstly, this seat has been with BJP for the last 40 years. Since Nitin Naveen, who won the election from here, has become the national president of BJP, he has vacated this seat. BJP President Nitin Naveen himself has been winning elections from here for the last five times. In such a situation, Prashant Kishore’s candidature has made this seat a topic of national discussion.
