
State Investigation Agency i.e. SIA Kashmir has taken proclamation action against the absconding narco-terror handler. SIA Kashmir on Saturday completed the proclamation action against an absconding accused. This accused was involved in a cross-border narco-terror case related to smuggling of heroin from a Pakistan-based terrorist network. This action was taken at the ancestral house of accused Bilal Shabbir Awan in the presence of the Executive Magistrate and independent witnesses, following the orders of the competent court. The name of accused Bilal’s father is Shabbir Ahmed Awan and he is a resident of Tehsil Karnah of Kupwara district.
The case was initially registered at Parimpora police station in Srinagar in January 2025, when a huge quantity of heroin was recovered during naka checking in Barthana, Srinagar. During investigation the case was handed over to SIA Kashmir. The agency then unearthed an organized cross-border narco-terror network which was involved in drug trafficking to fund and promote terrorist activities in Jammu and Kashmir.
Chargesheet filed against 7 accused
After this, crimes were registered under the Unlawful Activities (Prevention) Act (UAPA). SIA Kashmir has so far filed chargesheet against 7 accused, who are facing trial in the competent court, while further investigation into this big conspiracy is going on.

SIA Kashmir remains steadfast in its resolve to dismantle the narco-terror network and ensure that every absconding accused is traced, apprehended and brought to justice. The action of proclamation reflects the agency’s unwavering commitment towards ‘Drug Free India Campaign in JK UT’. The agency is taking all legal measures against those trying to evade the law, no matter where they try to hide.
A senior officer said, ‘Narco-terrorism is the new battlefield. Cutting its supply lines is as important as disabling the armed module. We are committed to destroying the structures that fuel drug-related terrorism. Every possible effort is being made to trace and arrest the absconding accused.
