Serious lapses in SOP and security arrangements, games in appointments too… What’s in the SIT report on offering theft?

Action is being taken on the basis of SIT report in the case of theft of Ram temple offering in Ayodhya. Meanwhile, the SIT has also pointed out serious lapses in following the SOP and security arrangements issued by the Trust. According to the report, there was no effective compliance with the security protocols set between the bank and the trust. The supervisors and officers in charge present in the counting room did not take timely action on the irregularities, which led to incidents of theft.

In the report, questions have also been raised on the role of senior officials of the Trust, Dr. Anil Mishra and calculation room in-charge Subhash Srivastava. According to the report of the Special Investigation Team, the responsibility of ensuring adherence to security measures, monitoring and enforcing SOPs was at their level, but serious negligence was revealed. In its report, the SIT has recommended registering an FIR against the concerned employees under sections like theft, criminal breach of trust, criminal conspiracy and facilitating crime.

Besides, action has also been recommended against the responsible officers and supervisors of the Trust on charges of gross negligence in duty and abetting crime. SIT has also clarified that this is a preliminary investigation report. The final report based on seizures, forensic tests, detailed investigation of bank accounts and other evidence will be submitted later.

What’s in the SIT report?

The preliminary report of the Special Investigation Team (SIT) in the case of alleged theft and embezzlement during counting of offerings at Shri Ram Janmabhoomi temple has made many serious revelations. The nine-page report submitted to the Uttar Pradesh government said that security standards were consistently ignored during the counting process, which led to incidents of cash theft and embezzlement. In the report, six enumerators have been directly involved in the theft, while the role of some officials and supervisors of the trust has also been placed under the ambit of serious negligence and supervisory failure.

Employees counting notes played a game

According to the report, around 70 suspicious incidents were revealed in the CCTV footage available between April 27 and June 5, 2026, in which enumerators were seen hiding wads of notes and loose notes in their clothes, pockets and shoes. SIT says that this was not a single day incident but a continuously repeated pattern. SIT has prima facie considered Avinash Shukla, Anukalpt Mishra, Lavkush Mishra, Manish Kumar Yadav, Karunesh Pandey and Ramashankar Yadav alias Tinnu involved in theft and embezzlement.

Appointment was made on recommendation

The SIT report states that there are indications of cash deposits and financial transactions in the bank accounts of these people in excess of their known income, which requires detailed investigation. It is also mentioned in the report that the appointment of enumerator Manish Kumar Yadav was done on the recommendation of Ramashankar Yadav alias Tinnu. The investigation also revealed that searches were not conducted at the time of entry and exit from the counting room and the prescribed dress code was not enforced. Restrictions on personal belongings were not followed and CCTV surveillance was not used effectively.
