
Delhi Chief Minister Rekha Gupta’s cabinet has approved important proposals related to the Ad-hoc Monthly Relief (AMR) scheme to be provided to Jammu and Kashmir migrant families. The Chief Minister said that this decision will benefit about 1,832 Jammu and Kashmir migrant families registered with the Delhi Government. This scheme will be applicable only to those registered Jammu and Kashmir migrant families who have received relief till March 31, 2024.
Chief Minister Rekha Gupta said that the Delhi government has decided to abolish the income related eligibility condition to provide relief to the migrant families of Jammu and Kashmir. Now, no matter what the income of the family is or whether it owns any immovable property, this will not affect its eligibility to receive relief. Relief will be provided to eligible migrant families registered with Delhi Government as per the current rules. Relief benefits will be available to a maximum of four members in a family.
According to the Chief Minister, this one time amnesty scheme is being started to completely correct and organize the records of the beneficiaries. Under this, migrant families will get another chance to provide correct information about their existing family members and update their Aadhaar details. During this process, if any beneficiary had earlier received excess relief amount unknowingly or due to some technical glitch, then that money will not be taken back from them. The main objective of this entire initiative is to correct the mistakes in government records so that in future the relief provided by the government can reach only the right and eligible families without any hindrance.
Approval for payment of outstanding amount also
Chief Minister Rekha Gupta said that the cut-off date of the One Time Amnesty Scheme, which was earlier fixed as October 1, 2025, has now been extended to April 1, 2026 so that all eligible families get enough time to avail the benefits of the scheme. The Cabinet has also approved the arrangement related to payment of outstanding amount of Ad-hoc Monthly Relief. Earlier, there was a provision for payment of outstanding relief amount till 30 September 2025, which has now been extended till 31 March 2026.
The facility of adding, removing members and bifurcation of the family will continue as before. This process will be conducted as per the rules prescribed on the basis of family relations and marital status. If necessary, verification will also be done by the concerned SDM and Tehsildar.
Relief amount will be transferred directly to the beneficiaries
Chief Minister Rekha Gupta said that the relief amount will be provided to the beneficiaries through Aadhaar based Direct Benefit Transfer (DBT), which will ensure transparent, timely and correct distribution of assistance amount. Delhi Government will ensure that all statutory provisions, financial rules, administrative procedures and guidelines issued from time to time are fully followed in the operation of the scheme. The scheme will be implemented with complete transparency and accountability.
He said that continuous expenditure is being made for the last several years to provide relief to the migrant families of Jammu and Kashmir. Relief amount has been paid under this scheme from the year 2019-20 to 2024-25. After the process of Aadhaar verification and record updating, details of beneficiaries have become more accurate, which has also resulted in reduction in expenditure in recent years.
Budgetary provision of Rs 30 crore
Chief Minister Rekha Gupta said that the Delhi government has made a budgetary provision of Rs 30 crore for the smooth operation of this scheme for the financial year 2026-27. The government will ensure that no eligible Jammu and Kashmir migrant family faces any difficulty in getting relief. Delhi Government is committed to the dignity, security, rehabilitation and welfare of Jammu and Kashmir migrant families and will continue to take necessary steps to protect their interests.
