
27 proposals have been approved in the Bihar Cabinet meeting on Wednesday. Special Survey and Settlement (Amendment) Rules, 2026 were approved in the meeting of the Council of Ministers. During the survey and settlement work of land and land parcels, it was realized that amendment, insertion and repeal of some provisions of the Rules, 2012 are necessary to ensure 100% accuracy, transparency and dynamism in the survey process. Bihar Special Survey and Settlement (Amendment) Rules, 2026 have been approved, under which now special land survey will be conducted in rural areas as well as urban areas. New Khatian and land map of Raiati and other types of land is being prepared in rural areas in the state.
Cabinet approved many proposals
CM Samrat Chaudhary said that apart from this, it has also been decided to implement the facility of cashless treatment for the present and former members of the Legislature, serving and retired officers of All India Services, regular employees of the state government, pensioners and their dependents.
Under the health scheme, now beneficiaries for indoor treatment will not have to make immediate payment for the treatment on hospitalization. This will make the medical process more simple, transparent and convenient and will provide financial relief to employees and pensioners.
Chaudhary said that the Cabinet has also approved the Bihar Small and Medium Healthcare Establishments (Establishment and Registration) Regulations, 2026, under which small and medium healthcare establishments with a capacity of up to 40 beds will be regulated.
This decision was taken regarding hospitals
Till now, Bihar State Clinical Establishments (Registration and Regulation) Rules, 2013 were applicable only to hospitals with more than 40 beds in the state, whereas there were no clear rules for small hospitals, clinics, dispensaries, dental clinics and testing centres.
According to officials, following the instructions of Patna High Court on the cases filed in this regard, a committee was constituted under the chairmanship of Director General (Nursing) Health Services, Bihar, on the basis of whose recommendations new regulations were prepared.
