
Under the leadership of Chief Minister Rekha Gupta, the Delhi government has launched important initiatives to make the capital’s roads more safe, sustainable, eco-friendly and future-proof. Under this, on Monday (June 8), a historic tripartite agreement (Memorandum of Agreement-MoU) was signed between the Public Works Department (PWD), Central Road Research Institute (CSIR-CRRI) and School of Planning and Architecture (SPA). On this occasion, PWD Minister Parvesh Sahib Singh, Environment Minister Sardar Manjinder Singh Sirsa, CSIR-CRRI scientists, SPA experts and senior officials of various departments were present.
Under this initiative, Standard Framework for Paving and Greening of Urban Roads will be implemented to promote beautification, scientific reconstruction and green development of Delhi roads. This MoU is an important initiative towards developing a standardized, scientific and technology-driven framework for road construction, maintenance, road safety, greening, street scope development and dust pollution control in the capital.
Roads will be maintained in a special way
On this occasion, Chief Minister Rekha Gupta said that the Delhi government is not limited to just building new roads, rather we are developing an urban road ecosystem which is environment-friendly, safe and as per the future needs. He said that to deal with challenges like increasing traffic, air pollution and waterlogging, now the maintenance of roads will be done not through traditional but through scientific and data-based system.
‘Delhi will become a world class model’
CM said that Delhi government is already taking many important steps like wall-to-wall road carpeting, dust pollution control, mechanized road sweeping, water sprinkling system and green corridor development. This new agreement will provide a scientific, systematic and long-term framework to all these efforts, which will further accelerate the development of clean, safe and sustainable road infrastructure in the capital.
He said that the Delhi government’s aim is not just to build or repair roads, but to develop smart, sustainable and climate-resilient urban corridors that are in line with future needs. Along with improving the quality of roads, this initiative will also give new impetus to reduction in air pollution, increase in road safety, solution to the problem of waterlogging and urban beautification. The CM expressed confidence that this tripartite collaboration between Delhi Government, CSIR-CRRI and SPA will establish the capital as a role model for the country in the field of modern, green and citizen-centric road infrastructure.
Main features of MoU
Under this MoU, Comprehensive Road Asset Management System (RAMS) will be developed for the first time in Delhi. Through this, a scientific assessment will be made of the current condition of the capital’s roads, the traffic pressure on them, their structural capacity, need for repair and their useful life. This will promote data-based planning and identify potential problems in advance and ensure timely repair and maintenance.

Under this system, digital records of roads will be prepared, their condition will be regularly evaluated and repair and maintenance plans will be made on priority basis. This will enable more effective use of public resources and improve the quality and sustainability of road infrastructure.
models of dust-free roads
An important objective of this agreement is to move Delhi towards the model of dust-free roads. Under this, green belts will be developed scientifically along the roads, local species of plants will be promoted, rain water harvesting and storm water drainage systems will be strengthened and roads will be made more green, clean and eco-friendly through sustainable landscaping.
Plan to deal with the problem of waterlogging
Road slopes and storm water drainage systems will be reorganized to deal with the problem of waterlogging during monsoon. Such technology will be used in the pavement design which is helpful in groundwater recharge so that the problem of waterlogging during monsoon can be solved permanently. Under the MoU, CSIR-CRRI will provide technical cooperation in the areas of road engineering, pavement technology, road safety and asset management, while SPA will provide expert guidance on topics related to urban design, streetscape planning, public space development, urban landscaping and green infrastructure.
Through this partnership, an integrated urban road development model will be developed for the roads of the capital, in which along with the quality and usefulness of the roads, their beautification, environmental impact and convenience and experience of the citizens will also be given equal importance.

On this occasion, Delhi’s PWD Minister Parvesh Sahib Singh said that this agreement is an important step towards developing the road infrastructure of the capital as per modern, scientific and future requirements. He said that the Delhi government under the leadership of Chief Minister Rekha Gupta is developing a data-based and technology-driven system for construction and maintenance of roads. In collaboration with reputed institutions like CSIR-CRRI and School of Planning and Architecture, a standardized framework will be prepared for road development, greening, road safety and dust control in Delhi.

Meanwhile, Delhi Environment Minister Sardar Manjinder Singh Sirsa said that the Delhi government is working extensively to reduce dust pollution through planting of local and eco-friendly trees, bushes and grass on the roadsides. Mechanized road sweeping and regular cleaning of roads in the capital is also being done in a more scientific manner. He said that under the leadership of CM, Delhi Government is working with full commitment to build a clean, green and healthy Delhi. This initiative is a reflection of the same resolve, through which a target has been set to provide a better environment, cleaner air and more sustainable urban infrastructure to every citizen.
