July 21, 2026 by Uma Shankar

The Supreme Court has commented on the protests against the increase in electricity rates in Chandigarh. The Supreme Court has said that there is no allegation against Punjab CM Bhagwant Mann of inciting the protesting crowd in 2020. The Supreme Court said that there is no allegation that the accused, including Punjab Chief Minister Bhagwant Mann, had instigated the crowd protesting against the increase in electricity tariffs in Chandigarh in 2020.

A bench of CJI Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi made this comment. SC will now hear the appeal of Chandigarh administration on July 30. Chandigarh Administration has challenged that order of Punjab and Haryana High Court. In which the FIR against Mann and others in this case was canceled.

Accused of instigating the protesters

During the hearing, Justice Bagchi asked how the mere presence of Mann and others could be considered the basis of criminal conspiracy. The bench said, there is no allegation on Mann of instigating the mob. In response, the law officer said that there was enough evidence to show that the protesters were instigated. The Chief Justice said that the bench will hear these petitions on July 30, on the same day another petition of the administration is also listed for hearing.

Know what the bench had said earlier

Earlier, the bench had said that it was not inclined to interfere in the high court’s decision to quash the FIR registered against Mann and other Aam Aadmi Party (AAP) leaders in connection with the 2020 protests against the electricity tariff hike. The Chief Justice had then said, “Everyone raises slogans in a democracy. Now that he (Mann) is in a responsible post, we are confident that he will also understand his responsibilities.
