
The National Investigation Agency (NIA) has filed a charge sheet against eight accused in the IED car bomb blast that took place in the parking area of Baldev Nagar police station in Ambala in January this year. The name of Pakistani gangster turned terrorist Shehzad Bhatti is also included in these. Bhatti (who is also wanted in other terror cases) and the seven arrested Indian nationals have been charged under relevant sections of the UA(P) Act 1967, BNS 2023, Explosive Substances Act 1908 and the Telecommunications Act 2023.
Apart from Pakistani national and handler Shahzad Bhatti, the other accused against whom the charge sheet has been filed have been identified as Karamjeet Singh alias Tony, Akash, Saurav alias Sobi, Raman Kumar, Satyam, Sukhdev Singh alias Sukha and Amarjeet Singh alias Ambi.
Chargesheet filed in special NIA court
In the charge sheet filed in the special NIA court in Panchkula (Haryana), the anti-terrorism agency has detailed the roles of the accused and the conspiracy hatched by Bhatti with the aim of spreading panic among the people by targeting police establishments and attacking the Baldev Nagar police station in Ambala (Haryana).
Operational Module in India
According to the NIA investigation, Pakistani terrorists had created operational modules in India and as part of the conspiracy, they had entrusted the task of arranging logistics and explosive material to the local people to attack police positions. Akash was Shehzad Bhatti’s main associate in India and was responsible for coordinating the attacks along with other accused.

During investigation, NIA came to know that Baldev Nagar police station was targeted after conducting recce of possible targets. Some accused had parked a car filled with gas cylinders and explosive material in the police station premises and had also made a video of that place for publicity.
The accused were in contact with the handler
The NIA investigation also revealed that Shehzad Bhatti had recruited the accused and radicalized them through social media platforms and encrypted communication channels. Additionally, numerous digital, electronic, documentary and forensic evidence also proved that the accused were in contact with their handlers during the planning of the attack.
The NIA, which is investigating case RC-03/2026/NIA/DLI, has revealed the entire chain of recruitment, funding, operational coordination, procurement of explosive material and execution of the terrorist incident by the accused at the behest of Bhatti.
