National roadmap prepared to strengthen tribal research institutes, Bhubaneswar manifesto adopted

A two-day national workshop on ‘Empowerment of Tribal Research Institutes (TRIs)’ was jointly organized by the Union Tribal Ministry and the Government of Odisha from July 7 to July 8 in Bhubaneswar, Odisha, which concluded with the adoption of the ‘Bhubaneswar Declaration’ on Wednesday. This is being considered an important achievement towards realizing Prime Minister Narendra Modi’s vision of ‘Developed India 2047’. About 200 delegates from across the country participated in this workshop, which included representatives from Tribal Research Institutes, State Tribal Welfare Departments, Universities, Research Institutes, Technical Organizations, Industry and Social Organizations.

In this two-day long national workshop, experts discussed many things, including ways to make tribal research institutions more efficient, modern and effective. On the first day, special sessions were organized on four different topics. In the first session, measures to preserve tribal languages, traditions, culture and traditional knowledge were discussed, in which experts suggested that all the information should be documented systematically and their digital records should be prepared.

What about the second, third and fourth seasons?

In the second session, there was discussion on strengthening research related to tribal development. Then in the third session, there was talk on the use of Artificial Intelligence (AI), Geographic Information System (GIS) and other modern technologies. Experts believe that with the help of new technologies, planning for tribal areas can be done in a better way and government schemes can be delivered to the people. After this, in the fourth session, there were discussions on institutional reforms, better governance, trend human resources, strengthening partnerships with universities and other institutions.

What happened on the second day of the workshop?

On the second day of the workshop, representatives of each working group presented the main results of their discussions on the first day. After this, the suggestions of the experts were discussed with the Ministry of Tribal Affairs, so that they could be integrated into the national level action plan to strengthen the tribal research institutions.

Ranjana Chopra, Secretary, Ministry of Tribal Affairs, said, ‘Tribal Research Institutes are the voice of tribal communities. These should develop into globally recognized centers of excellence based on high quality research and linked to community realities. Tribal research institutions need more institutional and financial autonomy. They should work closely with state departments, universities, multilateral organizations and other educational institutions. These institutions should bridge the gap between research, policy and tribal communities. The Bhubaneswar declaration of this national workshop is a strong commitment that will take forward tribal development in the days to come. This is the way to strengthen tribal development and realize the dream of a developed India in 2047.

This resolution was taken in Bhubaneswar manifesto

The Bhubaneswar manifesto pledges to preserve tribal languages, folk traditions, music, musical instruments, traditional food and endangered arts. Digital documents will be prepared for this and tribal youth will be linked to this campaign. This manifesto is a landmark national framework to strengthen Tribal Research Institutes as centers of excellence in research, knowledge creation and evidence-based policy making.
