
The Jharkhand government has taken two major steps towards turning the state into a new hub of digital innovation and industrial investment. On one hand, Chief Minister Hemant Soren will present the state’s digital roadmap at the ‘National Stakeholders Consultation-2026’ in New Delhi on July 8 and 9, 2026. On the other hand, the government has released the drafts of ‘Jharkhand Textile, Apparel and Footwear Policy-2026’ and ‘Jharkhand Industrial Investment Promotion Policy (JIIPP)-2026’ and has sought suggestions from the industry, experts and the general public.
According to the government, Jharkhand’s development strategy includes Artificial Intelligence (AI), digital governance, IT investment and future technology. It is being told that during this two-day national consultation event in New Delhi, it will be presented in front of major tech companies, industry representatives and policy makers from India and abroad. On the first day, representatives of around 100 leading tech and IT companies and senior state government officials will participate in different sessions.
During the event, Chief Minister Hemant Soren will also share the framework of the state’s proposed ‘Draft AI Policy-2026’ and ‘State AI Mission’. The proposed policy is to be implemented from 2026 to 2031. Key proposals include formation of a ‘State AI Mission’ under the chairmanship of the Chief Minister, making JAP-IT the nodal agency and developing an interoperable ‘Jharkhand AI Cloud’ in collaboration with IndiaAI. The government emphasizes that the use of AI will not be limited to technical innovation only; Rather, it will be adopted to strengthen good governance, transparency and citizen-centric services.
IT Park will be presented as a national level project
Apart from this, for the first time during the consultation, Ranchi IT Park will be presented as an investment project at the national level. Spread over approximately 100.97 acres in the ‘Core Capital Area’ of the capital, this IT park is expected to attract investors due to its excellent connectivity.
The state government will also tell the industry that more than 20,000 IT graduates are available every year in Jharkhand and the ‘Jharkhand IT Policy-2023’ provides various incentives, such as reimbursement on capital investment, exemption in stamp duty and exemption in electricity duty. The government has also conceptualized an AI-based ‘Chief Minister Data Intelligence Platform’ (CM-DIP).
Draft of (JIIPP)-2026 released
By bringing together data from different departments, the proposed platform will help in monitoring schemes, strengthen the decision-making process and make it easier to deliver services to citizens in local languages through WhatsApp and digital kiosks installed in Panchayat buildings. Apart from this, the concept of an integrated control and command center will also be introduced.
Meanwhile, with the aim of accelerating industrial development, the state government has released the drafts of ‘Jharkhand Textile, Apparel and Footwear Policy-2026’ and ‘Jharkhand Industrial Investment Promotion Policy (JIIPP)-2026’. Both the policies have been uploaded on the Jharkhand Single-Window Portal to seek suggestions from industry experts, investors and the general public. The government has said that after extensive discussions these policies will be finalized and sent to the Cabinet for approval.
Many agreements (MoUs) are also expected to be signed.
These industrial policies will also be discussed during the National Stakeholder Consultation Program to be held on July 8 and 9 in New Delhi. Chief Minister Hemant Soren will preside over a special feedback session on July 9. Industrialists, manufacturing sector representatives, textile experts and economists from across the country will participate in this program.
Many important agreements (MoUs) are also expected to be signed during the program, which can give a new direction to investment and industrial cooperation in the state. The government says that these initiatives like digital governance, AI-based administration and new industrial policies will prove important in establishing Jharkhand as a new model of development based on technology and industry.
