
Punjab is becoming a favorite investment destination. Chief Minister Bhagwant Mann has ensured big investment in the state by holding a meeting with Hindustan Petroleum Corporation Limited (HPCL). This major company in the energy sector has announced plans to expand its reach in the state through investment in refinery, biofuel and biogas sectors.
Accompanied by HPCL Chairman Vikas Kaushal, the Chief Minister highlighted Punjab’s strong infrastructure, strategic location, investor-friendly policies and transparent governance system. HPCL-Mittal Energy Limited also announced expansion in Punjab, which includes biofuel and biogas projects.
Rural economy will get strengthened
According to the information, these projects are expected to generate employment, strengthen the rural economy, promote industrial development and provide sustainable solutions for the management of agricultural residues.
During the meeting, Chief Minister Bhagwant Mann presented Punjab as the preferred investment destination of North India. He spoke about the state’s geographical location, seamless connectivity with the National Capital Region (NCR) and major ports, strong industrial clusters, uninterrupted standard power supply, skilled workforce and pioneering policies.
The Chief Minister also apprised the HPCL delegation about the administrative and regulatory reforms of Punjab, including the ‘Fast Track Punjab’ single-window system providing over 173 government-to-business (G2B) services, auto-deemed approvals, PAN based business identifier and amendments made in the ‘Punjab Right to Business Act’ to enable timely shared approvals.
The Chief Minister said – It is very encouraging that HPCL has shown keen interest in investing in key sectors like refinery and biogas in Punjab. These investments will bring huge benefits to the state. Apart from giving a big boost to economic activities, these projects will open new avenues of employment for the youth of Punjab.
Further expansion of work in Bathinda
The Chief Minister further said, “It is a matter of happiness that HPCL-Mittal Energy Limited is further expanding its operations in Bathinda by working on 2G technology. This venture has immense potential to strengthen the biofuel sector by producing valuable products from agricultural residues.”
He further informed that the company is in the process of setting up ten biogas plants across Punjab, five of which are already operational. Chief Minister Bhagwant Singh Mann said, “These biogas projects will prove to be very helpful in ensuring effective management of agricultural residues in the state. This will not only help in addressing environmental concerns, but will also provide immense benefits to the farmers.”
Business environment completely changed in Punjab
He further assured the delegation that the business environment in Punjab has completely changed. Chief Minister Bhagwant Mann said, “There was a time when investors had to face unnecessary hurdles and illegal demands. Today the Punjab government is working only for the well-being of Punjab and Punjabis and is committed to ensuring a transparent, investor-friendly environment.”
During this meeting, Chief Secretary K.A.P. Sinha, Principal Secretary to the Chief Minister Dr. Ravi Bhagat, Industries Secretary Gurkirat Kirpal Singh, Secretary Rural Development Ajit Balaji Joshi and other senior officials were also present.
