
Delhi Chief Minister Rekha Gupta, while chairing the meeting of the DDC Apex Committee on Monday, reviewed the preparations for the upcoming Kanwar Yatra and the preparations to deal with waterlogging during monsoon. In the meeting, all the District Magistrates gave information about the work done for the rejuvenation of two dilapidated government schools in their respective districts. Besides, a detailed review of the preparations of various departments was also taken in view of the monsoon in the capital.
Chief Minister Rekha Gupta said that the government’s aim is not only to provide good education to children but also to provide them a safe, clean and inspiring environment. For this purpose, under Mission Kayakalp, all the District Magistrates were given the responsibility to select the two most dilapidated government schools of their respective districts and completely rejuvenate them during the summer vacation.
During the review of the work done by various districts in the meeting, the Chief Minister gave special praise to those officers. Chief Minister Rekha Gupta laid special emphasis on the fact that excellent work has been done in many schools through local public cooperation, CSR and crowd funding, which present an exemplary and inspirational model for other districts also.
Instructions to agencies for joint action on waterlogging
During the meeting, various MLAs and public representatives placed before the Chief Minister the serious problems related to waterlogging, drainage, cleaning of drains, pumping stations and power sub-stations in their respective assembly constituencies. Taking immediate cognizance of these suggestions and complaints of the public representatives, the Chief Minister directed all the concerned departments to ensure that every problem is resolved within a certain time limit. He said that wherever needed, various agencies should coordinate and conduct joint inspections and immediately start ground action without any delay so that the public can get relief.
Zero tolerance on waterlogging, officers themselves should do field visits
While reviewing the monsoon preparations, Chief Minister Rekha Gupta adopted the policy of zero tolerance and made it clear that waterlogging will not be tolerated under any circumstances in the capital Delhi. He said that it does not matter to the citizens whether the concerned area falls under the jurisdiction of PWD, MCD, Delhi Jal Board or DDA, as the public only wants permanent solutions to their problems. He directed the officers not to confine themselves to offices only, but to go to the field themselves and assess the actual situation. In all the sensitive places and hotspots where waterlogging has occurred during the first rain, necessary pumps should be arranged immediately, drains should be cleaned and drainage connectivity should be improved.
Special monitoring of sensitive hotspots
In the meeting, the possibilities of waterlogging in various sensitive areas including Baljit Nagar, Patel Nagar, Sangam Vihar, Bawana, Kirari Sector-20 to 24, Patparganj, Mungeshpur, Rama Vihar, Khedi Pul, Laxmi Nagar, Krishna Nagar and Mandawali and the ongoing projects there were thoroughly reviewed. The Chief Minister directed that in areas where joint projects of several departments are pending, the concerned agencies should together prepare a time-bound action plan. Instead of waiting for complaints on mobile phones, officials should themselves inspect the roads and drains and give top priority to the works of pumping stations, drainage links and desilting.
Chief Minister Rekha Gupta directed all the DDC chairpersons to regularly submit detailed progress reports of the development works and major projects being conducted in their respective districts to the Chief Minister’s Office. He said that it is the primary responsibility of the administration to ensure continuous monitoring of development works in every district, timely implementation and improvement in public facilities.
Concrete preparations for Kanwar Yatra, instructions for setting up camp
Regarding the preparations for the upcoming Kanwar Yatra, the Chief Minister directed all the District Magistrates to coordinate with the registered institutions that had organized camps in the previous years in their districts and ensure all the necessary arrangements in time. For the convenience and safety of the devotees, concrete arrangements should be made in advance for drinking water, sanitation, medical care, electricity and easy transportation. Apart from this, the Chief Minister directed to set up special camps in all the unauthorized colonies of Delhi under the PM Uday Yojana, so that the citizens of the capital can easily complete their registration before the last date of 31st October.
During the meeting, the Chief Minister talked about the establishment of mini secretariats in every district, progress of rain water harvesting, public hearings to be held in District Magistrate offices every Saturday, regular cleanliness drives around public places and office premises. Apart from this, a detailed review was also done of the cooling zones being developed to provide relief from the heat to the citizens. He instructed the officials to ensure effective and timely implementation of all these initiatives.
Special emphasis on encroachment removal, tree plantation and dust mitigation
Chief Minister Rekha Gupta directed MCD officials to conduct the campaign to remove encroachments from footpaths more effectively, so that pedestrians can get the facility of safe and easy movement. He also stressed on ensuring active and widespread participation of all MLAs and departments in the 70 lakh tree plantation campaign. Along with this, the Chief Minister gave instructions to develop grass and green cover on a large scale in the central verge and brown areas of the roads under dust mitigation, so that dust pollution can be reduced and the capital can be made more clean and green.
