Government’s increased focus on coal, what is ‘Zero Coal Leakage’ plan and the reason behind it?

Amidst the increasing demand for electricity in India, the central government is again focusing on maintaining coal production. In June 2026, due to the scorching heat and weak monsoon, electricity production from coal reached a record level. Meanwhile, to stop illegal mining and theft of coal in many states including Jharkhand, the Central Government has given instructions to implement ‘Zero Coal Leakage’ plan. Why did the need for coal increase in June 2026?

June 2026 has emerged as the fifth least rainy month since 1901. Monsoon remained weak and heatwave lasted for a long time in many parts of the country. To get relief from the heat, the use of ACs and coolers increased rapidly in homes, offices and industries. Its impact was clearly visible on the demand for electricity.

  • Total demand for electricity increased by 10.4% to 178.31 billion kWh (units).
  • Electricity generation from coal increased by nearly 14% to 120.2 billion units, the highest since November 2023.
  • At the same time, despite the share of renewable energy reaching a record 19% (33.81 billion units), it could not meet the entire demand.

Why is renewable energy not enough?

The government is promoting solar and wind energy, but at present they cannot completely replace coal.

  • Solar energy provides electricity only during the day. There is currently not enough battery storage available to meet the electricity demand at night.
  • Hydroelectric power was also affected as water in dams decreased due to less rainfall. Hydroelectric power production will decline by 24.4% to 14 billion kWh in June 2026.
  • There was also a decline of 30.1% in electricity production from natural gas.

That means, at present, coal remains the most reliable option to keep the power system stable.

What is ‘Zero Coal Leakage’ plan?

The government’s aim is that not a single ton of coal should be stolen in the entire supply chain of coal from mine to power plant or factory. Many big steps have been taken for this.

1. Special powers to CISF

Under the Mines and Minerals Act (MMDR Act), CISF and Coal India officials have been empowered to conduct searches in illegal mining areas, seize illegal coal and vehicles and initiate direct legal action.

2. Quick Response Team (QRT)

Special teams of CISF will be deployed in sensitive mines, which will take immediate action as soon as information is received.

3. 24 hour digital monitoring

The mines and transportation routes will be continuously monitored through high-resolution cameras and integrated command and control centers.

4. Strict scrutiny of e-way bill

With the help of GST department, the e-way bill of every truck will be checked so that only valid coal reaches the market and industries.

After all, why is the government being so strict?

Coal theft is no longer just a small-scale problem. It has taken the form of organized crime. Every year, coal worth thousands of crores of rupees is extracted illegally in Dhanbad and surrounding areas of Jharkhand. Recent figures show its seriousness—

  • It is estimated that coal worth Rs 4,500 crore is extracted illegally every year from Dhanbad region alone.
  • Between January and May 2026, 522 cases of coal theft were registered.
  • During the same period, 232 illegal mines were closed and filled.
  • Recently, armed criminals looted 450 tonnes of coal from Ghajilitand coal dump in Katras.
  • According to Eastern Coalfields (ECL), 40,000 tonnes of legitimate production is affected every month due to mafia activities in Raniganj area alone.

India is moving towards green energy, but at present the backbone of power generation is still coal. In such a situation, the government is trying to ensure that this important resource of the country is used for power generation and development instead of going into theft or illegal business. The government believes that until coal theft is stopped, energy security, government revenue and electricity production will continue to be affected.
