Bhagwant Mann government of Punjab has taken a big decision after the cabinet meeting. These decisions of the government will provide a lot of relief to the employees. In the cabinet meeting chaired by Chief Minister Bhagwant Mann, the proposal to abolish the contract system for Group C and Group D category jobs was approved. Now the government will soon bring the Punjab State Outsourced Personnel Bill-2026 and Punjab Contractual Personnel Bill-2026 in the Assembly.
The government claims that this decision will directly benefit thousands of outsourced and temporary employees, and in future, priority will be given to regular recruitment in these categories. After the cabinet meeting, Chief Minister Bhagwant Mann announced that the government is planning to bring the ‘Punjab Outsourced Personnel Bill, 2026’. Through this law, outsourced employees who have been providing their services for a long time will be brought under the administrative ambit of the government.
The Cabinet has approved an ordinance in this regard, which will now be sent to the Governor. After this, it will be presented as a bill in the Assembly. It is being told that this step of Punjab Government will benefit 65048 employees of the state. Employees of 51 departments will take advantage of this. Employees belonging to dangerous category who have completed three years will get government facilities. Salaries will go directly into bank accounts.

The government has also made a provision of relief for non-dangerous category employees. Employees serving for five years or more will get benefits in the first phase. About 18 thousand employees fall in this category, while about 8,400 employees are included in the dangerous category.
Government employees will get facilities
Chief Minister Bhagwant Mann said that under the new structure, the employees will first be taken out of the outsourcing system and brought under the government contract system. After this, the process of their regularization will proceed. Upon regularization, these employees will get all the facilities and benefits that are given to other government employees. Additionally, their salaries will be deposited directly into their bank accounts, eliminating the role of any contractor or agency.
Regular government jobs given to 65,000 youth
The Chief Minister also said that this process will start immediately as soon as the Governor’s approval is received. The government will also ensure that no employee is removed from service without prior notice. Ending the long-standing exploitation of employees remains the government’s top priority. The Chief Minister stressed that from now on, the main focus of the government will be on regular recruitment. In the last four years, around 65,000 youth have been provided regular government jobs.
