Government can again bring Women’s Reservation and Delimitation Bill, how will BJP garner 2/3rd majority in Lok Sabha?

The central government can re-introduce the Women and Delimitation Bill. Preparations are being made afresh. This bill will be presented in the Lok Sabha as an amendment. In the amended bill, provision will be made to give 33 percent reservation to women and 20 percent reservation to Dalits. Being a constitutional bill, the support of two-thirds of the MPs is necessary to introduce this bill in the Parliament.

What is Delimitation and Women Bill?

Delimitation means re-fixing the existing boundaries of Lok Sabha seats. From time to time the government conducts delimitation to decide the boundaries of Lok Sabha and Assembly seats. This time also the government is trying the same. Modi government’s effort is to implement women’s reservation afresh after deciding the delimitation.

Modi government has already passed the Women’s Reservation Bill in Parliament. Under this, 33 percent of the total seats in Parliament will be reserved for women.

In the Delimitation Bill which was introduced in the Lok Sabha in April 2006, it was announced to increase the Lok Sabha seats from 543 to 850. However, no disclosure has been made about the number of seats in the amended bill. It is being said that there will be no change in the reservation system for Dalits and tribals.

Bill stuck in two-thirds majority hurdle

When this bill was voted on in the Lok Sabha in April 2026, 298 votes were cast in favor of the bill and 230 against it. 352m MPs were required to introduce the bill. Due to which this bill fell and could not move forward. In such a situation, the question is arising that how will BJP now gather two-thirds majority?

Because, the delimitation bill is a constitutional bill. To pass it, two-thirds majority will be required in both Rajya Sabha and Lok Sabha. BJP has around the required number of two-thirds MPs in Rajya Sabha. It needs only 10 MPs there, but the gap in Lok Sabha is very high.

After the split between Shiv Sena (UBT) and Trinamool Congress in the Lok Sabha, the number of NDA MPs has increased to 319. Now NDA needs 33 MPs to touch the figure of 352. At the same time, the number of MPs of India has reached 208. India Alliance also has the support of 2 independents.

How will BJP gather majority, 4 points

1. The number of other MPs is 16. Among these, the number of YSR Congress MPs from Andhra Pradesh is 4. Apart from this there are 7 independent MPs. YSR MPs have changed sides before also. NDA ally Chandrababu Naidu is also strongly involved in passing the delimitation and women’s bills. Naidu is currently the Chief Minister of Andhra Pradesh.

2. NDA has its eyes on DMK. DMK currently has 22 MPs. Recently DMK had boycotted the meeting of India Alliance. Dravida Munnetra Kazhagam (DMK) was also a part of NDA during the era of Atal Bihari Vajpayee. After losing power in Tamil Nadu, DMK is angry with Congress.

3. There is talk of a split in the NCP (Sharad Pawar) party also. Like Shiv Sena, NCP has also broken before. The party currently has 8 Lok Sabha MPs. With these MPs changing sides, NDA can reach closer to the two-third majority mark in the Lok Sabha.

4. There may be a breach in Congress also. In 2019, during the removal of Article 370 from Jammu and Kashmir, Congress Rajya Sabha MP Bhuvneshwar Kalita had become a rebel. Kalita had resigned from the Congress at the last moment, due to which the Congress could not even issue a whip in the Rajya Sabha. BJP had easily passed the Jammu and Kashmir Bill in the Rajya Sabha. Later Kalita joined BJP.
