
A government hospital in Assam has taken a big decision. Now women with more than three children will not get the facility of free testing i.e. free diagnostic. This rule will come into effect from July 1st. Barpeta’s local MLA and State Assembly Speaker Ranjit Kumar Das gave this information on Monday. He has advised Assam Health Minister Ashok Singhal that this rule should not be limited to just one hospital, but should be implemented in all government hospitals and health centers in the entire state of Assam.
Let us tell you that Das is the chairman of the management committee of ‘First Referral Unit (FRU) present in Barpeta Road city. A new ultrasound machine was installed in FRU yesterday. After this he said that the committee has made a rule that women who have more than 3 children or who are going to become mothers for the fourth time will not get free facilities in the hospital.
Steps towards population control
They believe that if these women are given free facilities, then their plan to control the population will fail. Apart from this, Das has also appealed to the Health Minister of Assam to implement such a new rule in the entire state of Assam.
‘Two-child’ law in Assam
Actually, the Assam government has tightened the ‘two-child rule’ in the state. It was announced in December last year. Under this, the condition of maximum two children is mandatory for government jobs, benefits of self-help groups and contesting Panchayat-Municipality elections. The state government had in December 2025 announced amendments to the 2017 policy on population and women empowerment with the aim of strengthening the ‘two-child rule’. However, some special communities were given exemption in this.
These communities include Scheduled Castes, Scheduled Tribes, ‘Tea Garden Tribe’ and Matak-Moran communities. People of these communities will remain fully eligible for government jobs, facilities and contesting elections even after having three children. The policy came into effect immediately after the state Health and Family Welfare Department issued a notification on December 5, 2025.
