
The Enforcement Directorate i.e. ED has taken major action against the famous club Birch by Romeo Lane in Goa. ED’s Panaji zonal office has temporarily attached immovable properties worth about Rs 11.01 crore under the Prevention of Money Laundering Act (PMLA). This action has been taken as part of the investigation related to illegal operation of the club and use of fake documents. This case is related to the Birch by Romeo Lane club located in Arpora area of Goa, where a massive fire incident took place on 6 December 2025.
25 people were killed in this accident, while many people were injured. In this case, FIR was registered against Saurabh Luthra and others in Anjuna and Mapusa police stations of Goa Police.
Earning of Rs 29 crore in one year
ED investigation revealed that this club was being run without necessary government approvals. According to the investigating agency, the club operator company M/s Being GS Hospitality Goa Arpora LLP had submitted fake and fabricated documents to obtain the license. These also included fake health NOC and fake police clearance certificate. Investigation also revealed that the club’s trade license had expired on March 31, 2024, but despite this the club continued to function. Not only this, the club did not even have the necessary fire NOC.
According to ED, from the financial year 2023-24 to December 6, 2025, this club earned about Rs 29.78 crore, which the agency has considered as Proceeds of Crime. Earlier on January 23, 2026, ED had also raided many places in this case. During the action, many important documents, digital devices were seized and bank accounts worth about Rs 59 lakh were frozen. ED said that even before this, properties worth about Rs 17.45 crore have been attached in this case. After the latest action, properties and amounts worth Rs 29.05 crore have been attached or frozen so far.
