Final decision will have to be taken… Doval bluntly on terrorism, warned Pakistan

May 29, 2026 by Uma Shankar

According to the Indian Embassy in Moscow, National Security Advisor Ajit Doval, while addressing an international security forum in Russia on Thursday, called for decisive action against terrorism. He said that there cannot be two types of decisions in the fight against this. Doval participated in the first International Security Forum and the 14th meeting of High Representatives for Security Affairs in Moscow. The Indian Embassy said in a post on social media that the meeting was hosted by Sergei Shoigu, Secretary of the Security Council of the Russian Federation. On this platform, the challenges and threats to international security regarding the rise of not just one but two powerful countries but a multi-polar world were discussed.

The embassy said (NSA) said that there cannot be double standards in the fight against terrorism. Responsible countries must evaluate their options and decide whether they support sponsors of terrorism or confront them with decisive action.

Developing countries should be given more representation

Doval also stressed the urgent need to reform the structures and institutions established after the end of the Second World War in 1945, to make them effective in dealing with contemporary international security threats. It said that the ‘Global South’ (developing countries) should be given more representation in the reforms and their views should also be taken into consideration.

Referring to the situation in West Asia, Doval said it is important to ensure safe and uninterrupted movement of trade through international waterways, including the Strait of Hormuz and the Red Sea. The Indian Embassy said in another post that on the sidelines of this forum, Doval held a meeting with his Russian counterpart Shoigu.

It said that during the meeting, both sides reviewed the current status of cooperation in the areas of defence, security, energy and trade-economic relations. The embassy said that the two officials also exchanged views on preparations for the upcoming meeting of National Security Advisors of BRICS countries to be held in New Delhi. The specific dates of the BRICS National Security Advisors meeting have not been officially announced yet.

Hormuz Strait closed for three months

Doval’s visit to Russia is taking place at a time when the geopolitical situation remains delicate. Conflict continues in West Asia, there are concerns about maritime security along key global trade routes, and competition among major powers is intensifying over the emerging multipolar world order. The Strait of Hormuz, which has been almost closed for the last three months due to this conflict, and the Red Sea are among the world’s most important shipping corridors.

A large part of the world’s energy supply and trade passes through them. Any blockage in these waterways impacts energy prices, supply chains and economic stability across Asia and beyond.

This visit is taking place at a time when the Russia-Ukraine conflict continues to have an impact on the security and economic stability of the world. More than four years after the war began, relations between Moscow and the West remain tense.

The conflict has changed geopolitical equations, disrupted energy and food supply chains, and intensified debates over the future global security order.

On Wednesday, India’s Foreign Minister S. Jaishankar met his Ukrainian counterpart Andriy Sibiha in Cyprus and discussed the ongoing Russia-Ukraine conflict, the latest situation on the battlefield and efforts to achieve “comprehensive and lasting peace”. In a post on social media after the meeting, Sibiha said that as Europe is increasing its responsibility, we will welcome India’s strong voice and its suggestions. India has consistently supported dialogue and diplomacy to resolve the Ukraine conflict, while maintaining close relations with both Russia and Ukraine.
