Fees cannot be increased by more than 5% in any school…Ordinance passed in Punjab Cabinet meeting

Many important decisions were taken in the cabinet meeting of Punjab government today. In this meeting chaired by Chief Minister Bhagwant Singh Mann, an important announcement has been made for all the private educational institutions of the state. Educational institutions will not be able to increase fees by more than 5 percent. This ordinance has been sent for the approval of the Governor.

Punjab No private educational institution will be able to increase fees by more than 5 percent annually. The ordinance in this regard has been passed in the cabinet meeting. It has been sent to the Governor for final approval. Cabinet ministers Harpal Singh Cheema and Harjot Singh Bains gave detailed information about the decisions taken in the meeting.

Will not allow parents to be looted – Government

Harpal Cheema said that we have brought the ordinance today itself. Since the Assembly is not functioning, the ordinance has been sent to the Governor for promulgation. He said that after its implementation, no educational institution will be able to loot parents.

He said that if a school has increased fees by more than 15 percent in the last 36 months, it will have to return the money to the parents. He further said that if any school wants to increase the fees by 5 percent, a committee has been formed to resolve the issue. Schools will have to apply 6 months in advance. Additionally, the school must undergo a financial audit. The school will have to explain the reason for the increase in fees.

Committee formed for schools

Education Minister Harjot Singh Bains said that if any educational institution wants to increase fees by more than 5 percent, then it will have to follow the prescribed procedure. For this, a committee has been formed, which will include the Divisional Commissioner, two District Education Officers (DEOs) and a financial expert.

Reason for fee increase will have to be explained

The institute will have to submit an application at least six months before the fee increase, explaining the need for the fee increase. For example, if the school has started a new facility or constructed a new building, it will have to provide complete information.

Final decision based on audit report

However mere submission of application will not allow fee increase. The committee will decide on fee increase. The committee will not take direct decisions; She will first conduct the financial audit of the institute. The final decision will be taken on the basis of audit report and further action.

Big announcement from Industry-Commerce Department

Harpal Cheema said that in relation to the industries of the state, many policies were implemented like 1978, 1987, 1989, 1992, 1996 and 2003, under which incentives were given to promote investment. But many of these units were closed. After which their subsidies and incentives were stopped. It has been decided in the meeting that now subsidy will be given to these 99 eligible units. These units were fighting legal battles in the courts for a long time.

The post of ADC has been created.

Finance Minister Harpal Singh Cheema said that during the Chief Minister’s public meetings, residents of Hoshiarpur district had demanded creation of additional deputy commissioner (ADC) posts for Dasuha and Mukerian sub-divisions, so that residents do not have to travel far for their work. Keeping this demand in mind, the Cabinet meeting has decided to create a new ADC post for Dasuha, Garhdiwala, Mukerian, Talwara and Hajipur areas. Approval was also given to create a new ADC post in Phagwara.
