
The Election Commission of India has started the third phase of Special Scrutiny (SIR) of voter lists in 16 states and 3 union territories. Under this, the work of counting and verification of voters has started in Odisha, Mizoram, Sikkim and Manipur from 30 May 2026. This process is being done under the Constitution and election laws. Its purpose is to ensure that no eligible citizen is left out of the voter list and no ineligible person is included in the voter list.
According to the Election Commission’s order dated May 14, 2026, this campaign is going on in these four states. Booth level officers (BLOs) are going door-to-door and giving forms to all the existing voters. Voters can fill these forms and submit them through BLO or online.
The names of those whose forms reach the Election Officer (ERO) by 28 June 2026 will be included in the draft voter list. Those who will not be able to submit the form by this date can apply later during the claim and objection period through Form-6 and declaration form.

To make the process more transparent and increase people’s participation, the Commission has also allowed Booth Level Agents (BLA) of political parties to submit forms. Each BLA can submit a maximum of 50 forms daily.
National and state level recognized political parties can appoint more BLAs if needed.
During the door-to-door survey, BLA must have at least 30 blank Form-6 and declaration forms. With this, forms can be given immediately to those wishing to become new voters.

The Election Commission has appealed to all eligible voters to participate in this campaign and give full cooperation to the election officials visiting door to door.
