The Delhi government is working rapidly towards providing secure, transparent and digital records of their properties to the people living in Lal Dora and populated villages of the capital. The process of drone survey, preparation of digital records and issuance of smart property cards was reviewed in the meeting.
The Chief Minister said that for years, due to non-availability of authentic and systematic records of properties in Lal Dora areas, people had to face many problems. Now clear identification of each asset is being ensured through modern technology, which will make the records more secure, transparent and organized. He informed that smart property cards with QR code will soon be distributed to the eligible people. The government will also organize a special program for this.
48 villages included in the scheme, cards of 30 villages ready
CM Rekha Gupta Said that with the help of Survey of India, currently 48 villages have been included in the ownership scheme. Of these, the survey of 30 villages has been completed and their final property cards are ready. Now the process of issuing smart cards by digitally signing these cards is in the final stage.
According to the government, survey of 12,232 properties has been done so far. Of these, 8,423 properties are completely dispute-free, which is about 69 percent of the total surveyed properties. The process of issuing smart property cards for these properties is being started. All the properties surveyed in the South and North-West districts are dispute-free, while in other districts also the process is being taken forward by resolving the disputes.
Digital record will be prepared from drone survey
The Chief Minister said that this scheme is not limited to paper records only, but is completely based on digital system. First of all the boundaries of Lal Dora area are decided. After this, the Survey of India conducts an aerial survey of the entire village through drones. Then Revenue Department officials go to the spot and verify the drone map. If any error is found then it is sent back for correction.
After completion of verification each property will be given a Property Identification Number (PID) Is given and on the same basis the official property card is prepared. Later this record Delhi Online Registration Information System (DORIS) It will be added in real time, so that the record is continuously updated in future.
QR code facility will be available on smart card
Rekha Gupta said that the government will provide high quality PVC smart property cards to the citizens, which will be as per UIDAI standards. The PID of the property, date of issue, village, sub-division, district, name of the occupant, share, area, Bhu-Aadhaar number and details of co-occupants will be recorded on the card.
There will also be a QR code on each card. As soon as it is scanned, the digital Form-13 of the concerned property will open, in which the detailed map of the property, boundaries of four directions, PID of neighboring properties, Khasra number, details of family and co-occupants, digital signature of Tehsildar, official seal and valid possession certificate under Delhi Population Body Survey and Records Management Rules-2025 will be available.
Big step towards digital asset management
The Chief Minister said that the objective of this initiative is not just to conduct surveys, but to make the entire system of property management in the rural areas of the capital digital, transparent and reliable. With this, people will get authentic digital records of their property, government records will be more organized and in future the administrative processes related to property will become faster, simpler and transparent. He said that providing better citizen services through technology-based good governance is the priority of the Delhi government and the Swamitva scheme is an important initiative in this direction.
