Demand for unified verification system for lawyers… Petition in Supreme Court on BCI Chief’s claim of ‘fake degree’

May 26, 2026 by Uma Shankar

Bar Council of India (BCI) President Manan Mishra had recently given a statement. He had claimed that 35-40 percent of the lawyers have fake degrees and they are practicing in the courts on the basis of fake certificates. After this statement of Manan Mishra, a writ petition was filed in the Supreme Court. In the petition, his statement has been opposed and a demand has been made to take concrete steps to stop the fraud. The petition has been filed under Article 32 of the Constitution.

In this writ petition, the Government of India, the Bar Council of India, the Bar Council of all the states and the University Grant Commission i.e. UGC have demanded a transparent and unified verification system for the qualifications of lawyers.

35-40% lawyers have fake degrees- Maman Mishra

Bar Council of India Chairman Manan Mishra had said on Saturday that about 35-40 percent of the advocates have fake degrees and they are practicing in courts on the basis of fake degree certificates. Mishra said that BCI is aware that about 35 to 40 percent of the lawyers seen wearing black coats and bands in court premises are fake. His degrees are completely fake. They have got them made somewhere or bought from somewhere and on this basis they are practicing law in the courts.

Mishra further said that when the Bar Council started the process of verification of degrees of lawyers, about 40 percent of the lawyers did not submit the verification forms. He said that this casts doubt on the degrees of these lawyers. He told that CJI Justice Surya Kant has also been informed about this issue. Judiciary and Bar Council together are trying to deal with this problem.

Writ petition filed in Supreme Court

In the writ petition filed in the Supreme Court, it has been said that the recent statement of BCI President Manan Mishra raises very serious constitutional concerns. According to the petitioner, these statements indicate that a large number of people are registered or practicing as advocates, whose educational qualifications have not been properly verified or whose documents may be fake.
