
An NGO named ‘Animals Are People Too’ has filed a petition in the Supreme Court of India against the killing of stray dogs across the country. NGOs say that many state and local officials are misinterpreting the recent instructions of the Supreme Court. In the petition, clarification has been sought from the court, in which it has been requested that it should clearly state that indiscriminate killing of stray dogs has not been allowed in any of its instructions.
The NGO has said that euthanasia can be given only in very limited circumstances. Especially after investigation and confirmation by experts and this process will have to strictly follow the provisions of ABC Rules, 2023. In its petition, the NGO has also cited a statement by Punjab Chief Minister Bhagwant Mann, as well as reports related to the removal of dogs from the Khalsa College campus in Punjab.
The organization alleges that after these incidents, officials in various sectors have started interpreting the Supreme Court’s directions as a license to “kill the dogs”. Apart from this, the petition has requested the Court to issue directions to the Lieutenant Governors of all the States and Union Territories to ensure that no stray dog is killed illegally or destroyed by poisoning. The NGO emphasizes that laws related to prevention of cruelty to animals and protection of animal rights should be strictly implemented in every state.
