Delhi: ’16 months of government and scam of Rs 650 crore’, AAP said – this is a well thought out plan of BJP

Aam Aadmi Party has targeted the Rekha government over the alleged scam of Rs 650 crore in CPA in purchasing medicines and equipment for Delhi government hospitals. On Tuesday (June 29), the party’s Delhi state president Saurabh Bhardwaj said during a press conference that the 16-month-old government formed in Delhi after 27 years committed a scam of Rs 650 crore in the purchase of medicines and equipment. He said that this happened with complete planning and the government is involved in it.

The AAP leader said that all departments were left behind in the scam. He said that it is being said that Dr. Vatsala Aggarwal committed the scam but the question arises whether he committed this scam alone. He said that there was a well thought out plan of the government in this.

Government issued order on 10 July 2025

Saurabh Bhardwaj said that BJP government was formed in February 2025, on July 10, 2025, they issued an order that now no hospital will buy medicines and equipment on its own. Only CPA will buy and give. He said that the government has banned the purchase of individual hospitals. Dr. Rati Makkad was DGHS then, it was said that she was under pressure. He took VRS in July 2025.

Questions raised on Vatsala Aggarwal becoming DGHS

Attacking Chief Minister Rekha Gupta, he said that the CM did not read the newspaper, but we did. He said that in August 2025, the CM made Dr. Vatsala Aggarwal the DGHS. Whereas she was a doctor senior to him. They were ignored. He said that our MLA Somnath Bharti had filed a complaint against Dr. Vatsala Aggarwal in Vigilance. Vigilance investigation was going on against him.

‘In that time you could have had a cold coffee…’

AAP leader said that Vatsala Aggarwal came and gave tenders. An X-ray machine which used to cost Rs 10 lakh was purchased for Rs 25 lakh. Expensive ORS was purchased in large numbers. He said that the Chief Minister used to give statements every day that ORS was being distributed. He said that 50 lakh ORS were purchased in Delhi. A packet of Rs 15 was purchased for Rs 205. He sarcastically said that by this time cold coffee would have arrived and people would have also hailed him.

‘Bedsheets worth Rs 75 crore were purchased’

Further he said that how many sheets can be used on one bed? He said that at the time when the Delhi government purchased the bedsheet, a bedsheet was available for Rs 150 on the Jain portal. He bought the bedsheet at three times the rate of Rs 450. He said that sheets worth Rs 75 crore were purchased. He said that 16 lakh 66 thousand 666 bed sheets were purchased for the Delhi Government hospital, whereas the Delhi Government hospitals have a capacity of 15 thousand 659 beds. He said that 20 thousand bed sheets were purchased for the 200 bed hospital. He said that 106 bed seats for one bed, commission of Rs 190 on one ORS was consumed, this government is hungry for 27 years.

‘Government involved in the entire scam’

Further, the AAP leader said that yesterday Vatsala Aggarwal’s photo was given to everyone on social media. They are being told that they have eaten 650 crores. He said that Vatsala Aggarwal herself cannot commit such a big scam, she does not have that much courage. He said that the government is involved in this entire scam. He said that he is not giving clean chit to Tsala Agarwal, he might have committed a scam, he himself had complained about him. He said that our MLA Rajendra Pal Gautam had given his complaint. The government has given the charge of CPA to such a corrupt officer.
