Complete preparation to deal with rain in Delhi… DLCC formed in 13 districts, know how it will work

July 21, 2026 by Uma Shankar

On the instructions of Delhi Chief Minister Rekha Gupta, District-Level Coordination Committees (DLCCs) have been formed in all 13 districts to effectively deal with the problem of water-logging. The objective of these committees is to take precautionary measures to prevent water-logging, monitor effective implementation of monsoon preparedness strategies and Standard Operating Procedures (SOPs) and ensure necessary measures to prevent and deal with water-logging during and after the monsoon.

As per the order of the Additional Chief Secretary, Irrigation and Flood Control Department, the District Magistrate (DM) of the concerned district will be the chairman of every district-level coordination committee. This committee will include Deputy Commissioner of the concerned Municipal Corporation, Irrigation and Flood Control Department, Public Works Department (PWD), concerned Executive Engineer of the concerned Municipal Corporation/New Delhi Municipal Council (NDMC)/Delhi Cantonment Board, Delhi Jal Board and Delhi Development Authority and Additional Deputy Commissioner of Police (Traffic) of the concerned district. Representatives of the power companies serving the district (BSES/TPDDL) will be the members of the committee, while the Additional District Magistrate (ADM) of the concerned district will act as the member secretary.

Responsibility of monitoring coordination committees

The district-level coordination committees formed on the instructions of Chief Minister Rekha Gupta will be responsible for effectively implementing and monitoring the measures related to monsoon preparedness. Apart from ensuring adherence to the Standard Operating Procedures (SOPs) decided by the State-Level Coordination Committee (SLCC), these committees will also help in creating coordination in operational matters between the departments responsible for the management of roads and different types of drains.

What tasks will the committees look after?

These committees will also look after important works like coordination between the concerned agencies at the interconnecting points of drains, cleaning of bell-mouths, desilting of drains, installation of temporary pumps and inspection of areas prone to water logging. Apart from this, these committees will play an important role in identifying places prone to water logging, monitoring ground level preparedness and ensuring timely resolution of problems.

Better coordination will stop waterlogging

Chief Minister Rekha Gupta also said that the objective of these committees is to prevent waterlogging and reduce its impact through better coordination between various departments and agencies, so that public safety can be ensured during monsoon and civil services continue uninterrupted in Delhi.
