July 6, 2026 by Uma Shankar

The Central Bureau of Investigation (CBI) has launched a major campaign regarding alleged fund irregularities in the Border Roads Organization (BRO), which builds roads and bridges on the country’s borders. CBI has simultaneously raided 26 places in 11 states and union territories. The investigation is related to a case in which it is alleged that government money was withdrawn in the name of fake casual laborers working in the border areas. This matter is not limited to financial irregularities only, but it has also raised questions on transparency and accountability in the country’s strategic projects. Initial investigation has revealed that many important documents and digital evidence have been found. Now the agency is finding out who was involved in this entire fraud.

This action has been taken under four separate criminal cases registered after the complaint of the Defense Ministry. The ministry had sent a complaint to the CBI on the basis of internal investigation by the technical officers of BRO. Investigation revealed that payments were made in the name of fake laborers under Project Vijayak and Project Yojak running in Ladakh. It is alleged that many of the people in whose name wages were shown in the government records were not actually at work. On this basis, CBI registered four FIRs and has now started investigation on a large scale.

In which states the action was taken?

In this case, CBI conducted simultaneous raids in Jammu and Kashmir, Ladakh, Delhi, Haryana, Uttarakhand, Uttar Pradesh, Bihar, Maharashtra, Assam, Arunachal Pradesh and Nagaland. A total of 26 locations were searched from where many documents, electronic records and digital evidence were recovered. The names of 10 officers are included in the CBI FIR. These are said to include officers of the rank of Lieutenant Colonel, Major and Engineer. Apart from these, some private persons have also been made accused. The investigating agency is finding out how the entire network of fake payments was working and which people had a role in it.

Under which sections was the case registered?

CBI has registered a case in this case under sections related to embezzlement of government funds, fraud, forgery, criminal breach of trust, criminal conspiracy, corruption and bribery. The investigation is being conducted under the Indian Penal Code (IPC) and Prevention of Corruption Act, 1988. The documents and digital evidence found during the raid will now be thoroughly investigated. CBI will find out how the names of fake laborers were created, through what process the payment was made and how many officers or other people played a role in it. The agency says that the matter will be investigated swiftly and comprehensively, so that legal action can be ensured against the culprits.
