The Public Examination (Prevention of Unfair Means) Amendment Bill 2026 was passed in the Lok Sabha today amid student agitation, violence, resignation of the Education Minister and huge uproar by the opposition. This amendment bill was brought to tighten the existing law against paper leaks, discussion on which started at 2 pm on Tuesday and after 10 hours of debate, the House passed it by voice vote. The biggest explosion in these 10 hours of discussion happened after the speech of Leader of Opposition Rahul Gandhi. There is more discussion about his speech than about the passing of the bill.
Rahul used many words like pellet gun and use of force in his initial speech. Apart from this, he also commented on the absence of the Home Minister in the House, after which the atmosphere of the House completely changed during the discussion on the Anti Paper Leak Amendment Bill. Since then the parties and the opposition are face to face and there is a lot of verbal firing going on. When Rahul came to speak, based on his conversation with the students, he also mentioned some categories of people, in which there were words like blind devotees. The controversy started from here.
The atmosphere heated up due to Rahul’s statement
Parliamentary Affairs Minister Kiren Rijiju stood up and interrupted Rahul and the Leader of Opposition sat down. Then after the intervention of the Speaker, Rahul Gandhi started his speech again. During this, Rahul once again reiterated his point. Although he did not take anyone’s name, the ruling party was probably understanding his point, hence the atmosphere heated up once again. Rahul sat down once again. The speech remained stalled for some time, then this time the Deputy Leader of the House and Defense Minister Rajnath Singh took charge and counterattacked.
The biggest controversy started when Rahul started raising the issue of police action against students. Asked questions directly to the government regarding permission to lathicharge, tear gas, pellet guns and firing. He also took a dig at the Home Minister not coming to the House.
Ruling party aggressive on Rahul’s allegations

He accused RSS of occupying the education system and also said that Dharmendra was not the Prime Minister of Education but only a symbol. Rahul described the education system as cruel and bad. People from the ruling party started creating ruckus on this statement of Rahul.
Rahul could not complete his speech due to uproar
At the same time, Speaker Om Birla said that efforts should be made to maintain good decorum in the House. The country listens and respects the one who speaks logically. Defense Minister Rajnath Singh also said that the unparliamentary word used by our Leader of Opposition should be removed from action. I appeal to all of you to listen to him peacefully. However, due to the uproar, the speech of the Leader of Opposition could not be completed. The Lok Sabha was adjourned for some time and during this time the commotion in the Parliament House intensified. A round of meetings also started with the party and the opposition, in which an attempt was made to resolve the deadlock between the government and the opposition.
What happened in the Lok Sabha?

- He told the speaker in front of Congress MPs that Rahul Gandhi has accused him of ordering firing by taking the name of the Home Minister.
- Rijiju said that this is a very sensitive matter and such irresponsible talk should not be made.
- Congress leaders clearly denied this and said that Rahul Gandhi should be allowed to complete his speech.
- Then Rijiju clearly said that if Rahul Gandhi does not apologize then the House cannot function.
After this, Rijiju met Amit Shah and informed him about the entire incident. However, during this time, speeches of the members of the ruling party and some opposition parties were still pending. Despite this, it was decided that the bill should be passed by responding to the discussion. Under this strategy, Union Minister Jitendra Singh started answering as soon as the House started at 3 pm. During this, he gave a sharp reply to the allegations of Priyanka and Rahul.
Jitendra Singh said that perhaps he also has problem in counting the vehicles of the convoy. He never saw the convoy. 30 vehicles never run with the Home Minister. Speaking something irresponsibly in this House without facts, without truth and then walking away after saying it, cannot be the behavior of any leader or opposition. However, the bill was passed amid the uproar.
Rahul targeted the government in PC
During this time, after a day long confrontation, the proceedings of the Parliament were adjourned till tomorrow, but the political fight continued outside the Parliament as well. Even after coming out, Congress asked questions to the government. When asked for clarification regarding the police action on the student movement, the government described the opposition’s issues as factless and baseless. At the same time, Rahul Gandhi’s speech in the Lok Sabha remained incomplete, so after coming out, he expressed his full views. He gave a presentation through some slides in a half-hour press conference at 6 pm at the Congress headquarters.
Rahul claimed to write a letter to the Home Ministry
Rahul showed some pictures of the action taken against the students. These showed pellet gun injuries, sticks with nails, misbehavior with women and people in plain clothes beating them. Rahul Gandhi claimed that he also wrote a letter to the Home Ministry on the action taken against the students, but no reply was received. Rahul Gandhi demanded an investigation into the action taken against students under the supervision of the Supreme Court. At the same time, immediately after his media briefing, BJP also responded and asked him some questions.
Sambit Patra lashed out at Rahul
BJP MP Sambit Patra held a press conference. He said that Rahul Gandhi said that the Home Minister was talking to the policemen, he was talking continuously, did you see? Were you sitting in his office? Where did you see it? Please tell me. Rejecting Rahul’s claim of using pellet gun, BJP said that they do not even know that the SDM and the Divisional Magistrate take decisions according to the local situation. When pellet guns were not fired on the students, then the question of who gave the order does not arise. BJP has only one demand on Rahul Gandhi’s statement in the House that Rahul Gandhi should apologise.
