
The Delhi government first took 923 coaching institutes of the capital Delhi under radar and ordered a large-scale inspection. After that, Chief Minister Rekha Gupta herself has warned the coaching owners. Rekha Gupta herself made a video and said that all the coaching centers in Delhi will have to undergo fire audit and follow all the necessary safety standards within 1 month, otherwise the coaching centers will be sealed. Since then, renewed discussion regarding safety rules has intensified. Recently, a fire broke out in a coaching class in Lucknow, in which 15 students died tragically. After this incident, Delhi government has also come into action mode and has taken this decision only after being cautious. Delhi’s Education, Higher Education and Technical Education Minister Ashish Sood explained the government’s decision in a more clear manner and said that the safety and well-being of students is the biggest priority. He warned that strict action will be taken against those institutions which do not follow the necessary safety rules.

Delhi government has given some strict instructions to the coaching owners-
- Now it will be necessary for every coaching center to obtain Fire NOC from Delhi Fire Service.
- The report of fire safety audit will have to be posted at the main gate of the coaching centre, so that everyone can see it.
- It will be mandatory to have functional fire extinguishers, not just for show.
- It will be necessary for the coaching to have smoke detector, fire alarm system and emergency exit gate.
- Coaching will be possible only in those buildings which have received approval for commercial use.
- No classes of any kind will be allowed in the basement.
- A limit will also be fixed on how many students can sit in a room or fixed area.
Justice R.K. What suggestions did the Gauba Committee give?
When there was an accident in a coaching class in Rajendra Nagar, Delhi in the year 2024, in which 3 students died due to water filling in the basement of the coaching class. Only after this, Justice A.K. was appointed to decide the standards of running coaching. Gauba Committee was formed, which gave its suggestions in about 5000 pages. Delhi Minister Ashish Sood has said that the government will implement those suggestions in the next 3 months. Let us understand the major suggestions of the Gauba Committee.
Building and infrastructure related suggestions
- Coaching centers should run only in buildings with commercial approval.
- There should be a ban on running coaching in residential buildings.
- Basement should not be used for study, library or any educational activity.
- Strict rules should be made for fire safety, ventilation, cleanliness and emergency exits.
Suggestions for students welfare
- Professional counselors or mental health experts should be present in every coaching.
- A maximum limit of daily study hours should be fixed.
- Students should be given necessary breaks between studies.
- A strong grievance redressal system should be created to resolve the complaints of students and employees.

Tips related to operation and management of coaching
- Compulsory registration system should be implemented for all coaching centres.
- There should be clear legal classification of coaching institutes.
- Batch size should be controlled to reduce crowding.
- Standards like qualification, working hours and salary of teachers should be fixed.
Tips related to fees and advertising
- Coaching centers will have to disclose their complete fee structure in advance.
- A clear and fair refund policy will have to be implemented for students.
- There should be a complete ban on “fake toppers” and misleading advertisements.
The Delhi government is preparing to give the form of law to all these recommendations, for this a new regulatory framework will be brought in the next 3 months, currently the government is investigating 923 coaching centers of Delhi on the basis of these suggestions and action like sealing is also being taken against those who break the rules.
