8th Pay Commission: Not just salary, government employees want these 7 big changes from the 8th Pay Commission

The enthusiasm among central government employees and pensioners regarding the 8th Pay Commission is continuously increasing. Now the discussion is not limited to just fitment factor and salary increase. Employee organizations want the government to take major decisions on many important issues like salaries as well as pension, allowances, promotions, medical facilities and retirement security. The government had constituted the 8th Central Pay Commission in November 2025. The Commission is currently taking suggestions from employees, pensioners and various organizations. In such a situation, many hidden but very important issues are now coming to light.

  1. Major changes expected in allowances- Government employees believe that just increasing the basic salary will not provide the benefits unless the allowances are also improved. There are new expectations regarding House Rent Allowance (HRA), Transport Allowance, Children’s Education Allowance and special allowances for those working in difficult areas. After rising inflation, employees say that the current allowances are falling far short of their expenses. Especially for the employees working in metro cities and remote areas, the change in allowances can provide great relief.
  2. Demand for improvement in pension rules- Pension remains the biggest issue for retired employees. Pensioners’ organizations want the process of determining pension to be made easier and more equitable. Issues like family pension, commutation and equality among old pensioners are also gaining momentum. Many old pensioners say that due to different pay commissions, there has been a big difference in their pension, which should now be removed.
  3. There may be a ban on delay in promotion- In many government departments, employees have to wait for a long time for promotion. In some cases, employees continue to work at the same pay level for many years. This affects career growth and increases frustration among employees. Employee organizations want the 8th Pay Commission to make concrete recommendations on issues like cadre restructuring, timely promotion and stagnation increment.
  4. Increasing concern regarding NPS- Concern about the National Pension System (NPS) is continuously increasing among the new generation government employees. Like the Old Pension Scheme (OPS), there is no guarantee of fixed pension in this. The amount received after retirement in NPS depends on the market returns. Many employee organizations want the government to make some major reforms to make the income after retirement more secure and stable.
  5. Expectation of improvement in medical facilities- Medical expenses are increasing rapidly and its impact is especially on pensioners. Government employees and retired people say that delay in reimbursement of treatment expenses, limited list of hospitals and complexity of the claim process remain major problems. In such a situation, the employee organizations want that the medical facilities should be strengthened and the procedures related to treatment should be simplified.
  6. Focus on insurance and social security- Government employees also want improvements in schemes like group insurance, accident assistance, disability protection and family assistance. Although these issues do not make much headlines, they are extremely important for employees and their families. Many organizations want that the existing social security schemes should be updated with time so that the employees can get better protection.
  7. Changes in service rules and working conditions- The scope of the 8th Pay Commission includes not only salary but also service conditions. Therefore, employees are hopeful that issues like problems related to posting, inequality between departments, work pressure and changes in old rules will also be discussed. Experts believe that these changes will not be directly reflected in the salary slip, but can have a big impact on the entire career and workplace of the employees.
