15 riots, occupation of 68 pilgrimage sites… Many big claims in Sambhal report, 450 page report to be presented in UP Assembly

July 21, 2026 by Uma Shankar

The report of the Judicial Inquiry Commission probing the violence that took place in Sambhal on November 24, 2024, will be presented in the House during the monsoon session of the Uttar Pradesh Assembly. The Commission had submitted this report of about 450 pages to Chief Minister Yogi Adityanath on August 28 last year. Many serious claims have been made in the report about the social and demographic situation of Sambhal.

According to the commission, there has been a systematic effort to change the demographics of Sambhal over the last few decades. The report said that at the time of independence, the Hindu population in Sambhal municipal area was about 45 percent, which has now come down to about 15 percent. The Commission has identified persistent violence, migration and communal incidents as the main reasons for this decline.

Claim of alleged ‘love jihad’ and religious conversion

The report claims that activities like riots, alleged ‘love jihad’ and religious conversions led to the decline in the Hindu population. It also states that when the Hindu population fell below 20 per cent, conflicts broke out between foreign-born Muslims and local (‘desi’) Muslims. The Commission has also mentioned the disputes between the Turkic community and the Pathans of Hindu origin who converted to Islam.

Capture of 19 holy wells

The investigation report gives details of 15 communal riots that took place in Sambhal in the last seven decades. Apart from this, it also mentions the alleged occupation of 68 pilgrimage sites and 19 holy wells. Citing Harihar Temple, the report claims that evidence from Babar’s era has been found there.

Disclosure of terrorist activities

In its report, the commission has also highlighted the alleged activities of some terrorist organizations and the role of Asim, alias Sana-ul-Haq. According to the report, America has already declared him a terrorist. Besides, the report also talks about the rapid spread of illegal arms and drug trafficking in Sambhal.
