New bill will be presented in Lok Sabha today on paper leak, young NDA MPs will discuss

The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 will be introduced in the Lok Sabha today after the resignation of Education Minister Dharmendra Pradhan in the NEET paper leak case. Minister of State for DoPT Dr Jitendra Singh will present this bill. Young MPs will be put forward to speak on the NDA bill. Most of the speakers from the government side will be youth. The bill is likely to be discussed for eight to ten hours. Bansuri Swaraj and Tejasvi Surya will also be from BJP.

What is proposed in the bill?

The Public Examinations (Prevention of Unfair Practices) Amendment Bill, 2026 seeks to significantly tighten the legal framework against paper leaks and organized examination fraud.

1. Increasing the maximum punishment for organized paper leak crimes to 10 years in jail.
2. Increasing the maximum fine for organized cheating racket to Rs 10 crore.
3. Expanding the definition of unfair practices to include new digital methods of cheating and exam manipulation.
4. Bringing strict accountability for institutions, exam authorities and service providers found involved in leaks or malpractices.
5. Strengthening investigation and prosecution mechanisms to eliminate organized cheating syndicates.

Demand for PM’s statement on action taken against students

The monsoon session of Parliament started from 20th July, now it will continue till 13th August. After the resignation of Education Minister Dharmendra Pradhan on Saturday, opposition parties have given approval to proceed with the work in the House. The opposition has said that it is ready to participate in regular legislative work and debates, but for this, Prime Minister Narendra Modi will have to give an official statement on the NEET-UG paper leak issue in the House. Congress has also demanded from Union Home Minister Amit Shah to give a statement on the police action against students and the brutality meted out to the protesters.
