On November 3, 2025, the Central Government constituted the 8th Pay Commission under the chairmanship of Justice Ranjana Prakash Desai. Its purpose was to review the salaries, pensions, allowances and related benefits of central government employees and pensioners. The commission was given 18 months to submit its recommendations. In a few days, i.e. on August 3, nine months of functioning of the 8th Pay Commission will be completed, which is half of the scheduled time. The 8th Pay Commission has now reached a crucial stage and has intensified negotiations with employee organizations, pensioners and other concerned parties across the country.

Important information for employees and pensioners
The latest updates and meeting information available on the official website of the Commission show that the 8th Pay Commission is giving priority to large-scale and multiple rounds of negotiations before finalizing its recommendations.
With meetings to be held in Delhi, Chennai and Puducherry in August and September, the Commission will continue its work to seek feedback from employee unions, pensioners and other concerned parties.
The main topics expected to be discussed in these meetings include fitment factor, pay revision, inflation related concerns, pension reforms, allowances and ways to boost the morale of employees and pensioners and improve their quality of life.
The fitment factor is most important in these discussions. During the Sixth and Seventh Pay Commission it was 1.86 and 2.57 respectively. After considering all the aspects, grievances and opinions of key stakeholders, the 8th Pay Commission will decide its own fitment factor multiple. This decision will have an impact on the salaries of the employees and will decide the direction of wage revisions for the next decade, which will be applicable till the 9th Pay Commission.
Discussion on fitment factor, pay revision, pension and allowances remains the main point of debate among various unions. Major unions like BPMS and NC JCM are demanding increasing the fitment factor to more than 3.5 times. However, no recommendations or conclusions have been announced yet.

The commission’s final report is expected in May-June 2027, and if approved by the government, the amendments will come into effect from January 1, 2026.
