The Enforcement Directorate (ED) has taken major action against a suspicious financial network related to alleged illegal infiltration of Rohingya and Bangladeshi citizens, preparation of fake Indian documents and their rehabilitation. ED has raided about 13 locations in 5 states. The agency says some public charitable trusts, which were registered under FCRA, were allegedly part of this network.

According to ED, some trusts have received foreign funds from UK based institutions. They have used this fund for alleged illegal infiltration of Rohingya and Bangladeshi citizens into India, economic rehabilitation and then their permanent settlement. For this, transactions were done to charitable trusts through multiple bank accounts, mule accounts and layered transactions. According to the ED investigation, small amounts like Rs 6000, 8000 and Rs 10,000 were sent to the suspects in small installments.

The work of this syndicate was not only to infiltrate Bangladeshis and Rohingyas but also to provide them Indian documents like Aadhaar, PAN and Passport in a fake manner. At present, ED has conducted raids in Delhi, West Bengal, Haryana and Uttar Pradesh and recovered many important documents.

ED took this action on the basis of the FIR of UP ATS, in which it was alleged that an organized gang was involved in alleged illegal infiltration of Rohingya and Bangladeshi citizens, making fake Indian identity cards and settling them in different parts of the country. After this, ED investigated the aspect of money laundering in this case.

What is the number of Rohingyas in the country?

The Government of India has told many times in the Parliament that about 40 thousand Rohingyas are living in the country. Of these, 16,00018,000 people are registered with the United Nations Refugee Agency (UNHCR). However, India does not grant the right of legal residence to a person registering with the UNHCR.

Where are Rohingya present in India?

According to the reports of the Home Ministry and the State Police, the presence of Rohingya has been seen in Delhi, Jammu and Kashmir, Haryana, Uttar Pradesh, Rajasthan, Punjab, West Bengal, Assam, Tripura, Mizoram, Telangana, Andhra Pradesh, Tamil Nadu, Karnataka, Kerala. What has the Supreme Court said on the deportation of Rohingya?

Many petitions have also been filed in the Supreme Court regarding deportation and custody rights of Rohingyas. While hearing the demand of stopping the deportation of Rohingya in May 2025, the Supreme Court had said that only Indian citizens have the right to live and settle in India. If a person is found to be an illegal alien as per the law, then action can be taken against him under foreign laws. However, the court had clearly said that Rohingya deportation will happen as per the law.

However, the court’s decision is yet to come on whether Rohingya should be considered illegal immigrants or refugees. The court says that only after this is decided, other issues related to Rohingya will be considered. At present, the biggest question is that even after taking all the concrete steps and increasing the security arrangements on the border, how Rohingyas and illegal Bangladeshis are succeeding in getting entry into India. Why is the syndicate helping them not able to be controlled?
