
Senior Congress leader and Rajya Sabha MP Digvijay Singh has written a letter to Prime Minister Narendra Modi, in which he has expressed concern over the mandatory implementation of the three-language policy for class 9 students by the Central Board of Secondary Education (CBSE) in the middle of the current academic session. He has requested to stop it for now and implement it only after complete preparation.
Digvijay Singh, Chairman of the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, has said in the letter that it is not right to suddenly implement a new policy after the beginning of the session. He said that due to this, schools, students and parents may have to face many problems. He said that before implementing the new system, availability of adequate number of teachers, arrangement of textbooks and other necessary preparations have not been completed.
Reference to OSM system
The former Chief Minister said that the situation could be similar to that which arose during the hasty implementation of CBSE’s On-Screen Marking (OSM) system. He said that this situation will be similar to the one when CBSE had implemented the on-screen marking system hastily. At that time there were many irregularities in copy checking.

Demand for intervention from PM
Digvijay Singh said in a letter sent to the Prime Minister that he has received a memorandum from a group of concerned parents, in which this decision has been opposed. He has also sent that memorandum to the Prime Minister and sought his intervention in the matter.
The decision was taken in the CBSE meeting
The Rajya Sabha MP told in the letter that a meeting of the governing body of CBSE was held in December 2025. In which it was decided that until the National Council of Educational Research and Training (NCERT) issues new graded textbooks of languages, the existing language system will be continued in schools. Schools should provide education in the old way and the old system of language should continue.
CBSE issued circular
He said that despite the decision of its own governing body, CBSE suddenly issued a circular on 15 May 2026. In which instructions were given to make teaching of third language mandatory in class ninth from July 1, 2026. He said that NCERT has not yet released graded books of languages and hence CBSE has recommended the use of NCERT class 6 books.
‘Why was the decision of our own committee reversed…’
Digvijay Singh asked why CBSE reversed the decision of its own committee? Such a decision will disrupt the entire education plans of lakhs of students and schools. He said that this hasty decision could affect the educational plans of thousands of schools across the country and create chaos in the education of students.
Letter was also written on NEET paper leak
A few days ago, Digvijay Singh had also written a letter to the Prime Minister on the NEET-UG paper leak issue. He had demanded that the government issue a white paper on the paper leaks and other irregularities in the examinations conducted by the National Testing Agency (NTA) in the last 8 years. He had said that at a time when lakhs of students are under immense mental pressure, it is very important to maintain their trust in the examination system.
