The Central Government will bring the Prevention of Insults to National Honor (Amendment) Bill, 2026 at the beginning of the monsoon session of Parliament starting from July 20. Home Minister Amit Shah will present this bill in the Rajya Sabha. Through this, the penal provisions against acts that hurt national symbols and national honor will be made stricter by amending the Act of 1971. Through this bill, the government will make giving equal respect to the national song Vande Mataram as the national anthem and insulting Vande Mataram or obstructing its singing a punishable offence.

However, those who prevent the government and ministries from running from jail 130th Constitution Amendment Bill There will be a delay in making the law. According to the information, this bill will not be brought in the monsoon session of Parliament starting from July 20.

In the JPC meeting on this bill, it has been decided to discuss this bill further and consult more stakeholders. Actually, the JPC was supposed to finalize its report today and submit it to the Lok Sabha Speaker, but now this bill to remove the PM, CM, Minister on 30 days’ custody is stuck due to the delay in the JPC report. The reasoning behind this was that the committee would discuss further.

130th constitutional amendment bill postponed

In the JPC meeting today, the Home Secretary and the Law and Justice Ministry answered the questions, after which The committee had to approve the final report. The process of finalizing the report had also been started. In fact There are only three opposition MPs in JPC. Despite this, voting was demanded on five recommendations. Voting was also held on two, but some BJP members also voted in protest. While the third issue was being discussed, it was decided to put this report on hold and discuss it further.

According to the information, now this bill is not the priority of the government. Therefore, now JPC is being given more time to further discuss this bill. Actually, the bill was brought in the last session of the House, but after the opposition, it was sent to the JPC for further discussion.

In fact, today a meeting of a group of ministers was held in Parliament under the chairmanship of the Defense Minister regarding the strategy of NDA. In this meeting, there was discussion on bringing the opposition together on important bills in the monsoon session. In the meeting, all the ministers have also been entrusted with the responsibility of reaching out to different parties.

What is the reason for postponing the 130th Constitution Amendment Bill?

Since the government is considering bringing a bill related to delimitation and women’s reservation in the monsoon session, for which the government is also talking to bring many opposition parties along. In such a situation, the government strategists felt that if a bill is brought to remove ministers and CM/PM who have been detained for 30 consecutive days, then efforts to bring the opposition together on an important bill like delimitation may get hampered, after which it was decided not to bring this bill in this session.

This is the reason why discussion and voting on amendments had started in the JPC meeting. Asaduddin Owaisi and Supriya Sule had also given a dissent note, but suddenly in the middle of the meeting, a message came to JPC Chairman Aparajita Sarangi, after which it was decided not to finalize the report today and discuss the bill further.
