The discussion on paper leak started in the Lok Sabha today i.e. on Tuesday. Modi government has brought Public Examinations (Prevention of Unfair Means) Amendment Bill against paper leaks, which will be discussed for 10 hours. On behalf of the government, it was started by Union Minister Dr. Jitendra Singh. He cornered Congress over the paper leak that happened during the UPA government. Dr Jitendra Singh said that the previous governments did not take any effective action on the paper leak. Congress MP Gaurav Gogoi responded to Jitendra Singh’s attack. He termed the government’s bill as a sham.
Initiating the discussion in the House, Dr. Jitendra Singh said, Railway exam paper was leaked in 2009. Delhi AIIMS exam paper was leaked in 2012. Paper leak is not a problem of one state. There is a need for a special law against paper leaks.
Jitendra Singh told what are the provisions in the bill?
On the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, Union Minister Jitendra Singh said, this amendment is being brought to make the law more stringent and to ensure speedy justice so that the credibility of all these examinations can be increased and restored… There was a provision in sub-section 1 of Section 10 that any person involved in this can be punished with imprisonment of at least 3-5 years and a fine of up to Rs 10 lakh.
He said that under the amendment being brought today, the punishment has been reduced to at least 5-10 years and the fine to Rs 50 lakh. Under the 2024 law, there was a fine of up to Rs 1 crore as punishment for the service provider. Now it is being increased to Rs 5 crore. It was also written in the law of 2024 that the provider would be barred from conducting any examination for the next 4 years. Today, under this amendment that period is being increased to 8 years.
The Union Minister said that finally, in the case of organized crime perpetrators, where mafia gangs are found, earlier the punishment was 5-10 years. It has been increased to 7-10 years and the fine was earlier up to Rs 1 crore. Now there is a proposal to increase it to Rs 10 crore and the most important thing, which the Prime Minister also mentioned through the video, is to ensure speedy justice. We will set up special fast-track courts for cases related to unfair means in examinations… We have set a time limit in that too. The investigation should be completed within a period of 2 months, whether by a central agency or a special task force.
Gaurav Gogoi said – the bill is just a show
After Dr. Jitendra Singh, Gaurav Gogoi started the discussion on behalf of Congress. He targeted the Modi government regarding the paper leak. Gaurav Gogoi said that the government is not serious about the education department. Anti Paper Leak Bill is just for show. This bill was brought in 2024. At that time the government had described it as historical.
Gogoi said that the old bill has been amended and made new. Even in 2024, the government had talked big. At that time there was concern among people about UGC. 41 out of 45 accused of NEET-UG 2024 have got bail. Even at that time the Education Minister was Dharmendra Pradhan. Dharmendra Pradhan was honored even after his resignation. Instead of broader discussion, the focus is on social media.
The Congress MP further said, 21 children sacrificed their lives when Dharmendra Pradhan was the Education Minister. When he came to the Parliament complex after resigning, BJP MPs welcomed him as if he had returned after fighting a war with Pakistan. Big officials of NTA are associated with a special organization. The government is protecting the chairman of NTA. The plight of children needs to be understood.
He said that students frustrated with the government’s attitude are committing suicide. Today students are angry and sad. Students cannot ask questions to the government today. There is mental pressure on students due to paper leak. Without informing the students at home, they came to Delhi and joined the protest.
