
Delhi government The capital is going to take historic steps towards making the land and property management system in Delhi completely modern, transparent and dispute-free. For this purpose, the government is soon going to bring Delhi Land Records Bill, 2026. After the implementation of this law, a scientific survey of every property in entire Delhi will be done and its digital record will be prepared. After this a unique property Aadhaar card will be created for each property.
Chief Minister Rekha Gupta Said that just as Aadhaar card has provided a reliable form to the identity of every citizen, similarly now an authentic and secure digital identity of every property of Delhi will also be ensured. This will make property records in the capital transparent, systematic and technically secure. The government will also call a separate special session of the Assembly regarding this bill.
The Chief Minister said that in the first phase, the Delhi Government has prepared smart property cards by conducting drone surveys in 30 rural villages under the Central Government’s Swamitva (SVAMITVA) scheme with the help of modern technology and the Survey of India. This project has emerged as a successful pilot, which has created an authentic record of properties in rural areas and the possibility of land related disputes in future will be much less.
Delhi government will conduct survey of land and property
Taking this experience as the basis, now the Delhi government is going to conduct a large-scale survey of land and property in the entire National Capital Region. Under the proposed Delhi Land Records Bill, 2026, a detailed survey of not only villages but also every residential, commercial and other type of property in urban areas will be conducted. Digital records of every floor of every building will be prepared so that no property of the capital is left out of this process.
Chief Minister Rekha Gupta said that in the absence of systematic land records for decades, people have been facing many problems like proving ownership, buying and selling, inheritance, loans, map approval and disputes pending in courts. After the implementation of the new system, authentic digital records of properties will be available, which will remove ambiguity related to records, increase transparency and there is a possibility of a significant reduction in land disputes.

This initiative will not be limited to just preparing records, but will also form a strong foundation for the future digital governance system. This record, prepared through modern technology, drone survey and digital mapping, will be helpful in providing more reliable, secure and accessible services to the citizens.
The Chief Minister informed that the ownership property card is completely based on the state-of-the-art digital system. For this, the technical expertise of the Survey of India and drone survey has been used. Now this technology will be implemented in entire Delhi and property Aadhaar card of every property will be prepared, which will start a new and modern chapter of land record management in the capital.
At the same time, Delhi Land Records Bill, 2026 is in the process of approval after detailed review by the Group of Ministers. Through this law, every property in Delhi will be marked as a unique property ID.
