
The hearing could not be held on the first day in the fast track court of Delhi constituted in the NEET paper leak case. This hearing was to be held on the bail plea of paper leak accused Dinesh and Vikas Biwal. Both of them were arrested by CBI in the paper leak case. The question is also whether paper leak accused Dinesh Biwal and his brother can benefit from the negligence of CBI? Because, this has been seen in many cases before also.
In August 2025, CBI was not able to file charge sheet in the paper leak case, due to which Sanjeev Mukhiya, accused of paper leak in Bihar, got bail. Not only this, in recent times CBI could not extract evidence against Sanjeev Mukhiya, due to which Mukhiya got a clean chit. In the 2024 paper leak case, Sanjeev Mukhiya was initially described as the kingpin.
First question: Why could the CBI lawyers not reach?
Special Judge Anu Grover Baliga of the Special Fast Track Court was to hear the bail petitions of Dinesh Biwal and Vikas Biwal, arrested in the NEET UG 2026 paper leak case. It was the first day of court. The judge came on time, the accused’s lawyer AP Singh was also present in the court, but the court was told that the CBI lawyer was not present yet.
Probably, CBI has not yet appointed a public prosecutor for the fast track court, because the court asked the Director Prosecution to appoint a public prosecutor for the NEET paper leak case.
Second question: Will this have any impact on the further hearing of the case?
Today’s hearing will not legally affect the investigation of the case, its merits or the bail of the accused. Questions may arise regarding the seriousness of CBI regarding the bus fast track court.
The main opposition party Congress has raised questions regarding this. Congress says that the government is not serious about fast track courts.
Third question: Which case was to be heard in the fast track court?
According to CBI, which is investigating the NEET paper leak case, accused Dinesh Biwal and Vikas Biwal are among the 13 people who were arrested in the case of leaking NEET UG paper before the exam.
CBI alleges that Mangilal Biwal had contacted Shubham Khairnar to obtain the leaked papers for his son Vikas Biwal. Mangilal had got the leaked paper from Yash Yadav for Rs 10 lakh.
After this, the accused together sold the paper to other candidates for Rs 12 lakh through a big network. CBI claims that papers were recovered from Mangilal’s phone.
Both the accused Dinesh Biwal and Vikas Biwal are currently in jail in judicial custody till 6th August. Both of them had filed a petition in the fast track court to get bail.
Fourth question: What has the accused’s lawyer said in the case?
Talking to the media, the lawyer of the accused Biwal brothers, AP Singh, said that the decision to set up a fast track court has been taken in haste. We are entitled to bail. We have cooperated in the investigation and now our efforts are to get bail. We will present our side in the court.
According to AP Singh, bail is considered necessary in justice. We are not responsible for things that are not happening in the court. We hope for a free and fair trial.
