Amid protests at many places in the matter related to paper leak, the Central Government has introduced the bill in the Lok Sabha on Monday. The government wants to discuss the bill introduced in the name of ‘Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026’, but the opposition does not seem to be ready for it. However, the government has again started its efforts to start the debate.
The government is claiming to bring a strict bill against paper leaks. In the bill presented to amend the law to prevent paper leaks, there is a strict provision of jail up to 10 years and fine up to Rs 50 lakh. However, even after being presented in the Lok Sabha, the discussion could not begin. On this, Parliamentary Affairs Minister Kiren Rijiju said that some people from Congress and opposition are refusing to discuss this, they are creating ruckus.

Attacking the opposition for not starting the debate on the amendment bill, Rijiju said, “Today in the Lok Sabha, considering the concerns of the students of the country, an important bill has been brought to deal with the problems like paper leaks but some members of the Congress and the opposition are refusing to discuss it, they are creating ruckus. I appeal to them to consider the important decision taken by the Prime Minister today. I once again request the Congress to understand the sentiments of the country and the students. Apart from the Parliament, we will discuss more on these issues.” Where will we debate and discuss?”

In his appeal, Rijiju said, “I again appeal to my colleagues from the Congress Party and the Opposition that we are bringing an important bill to secure the future of the students. Instead of creating ruckus, we should understand the sentiments of the students and have a full and open debate in Parliament and pass this bill in unity.”
Jitendra Singh introduced the bill in Lok Sabha
Earlier, this proposed law was presented by Minister of State Jitendra Singh in PMO. This bill was introduced amidst loud uproar and sloganeering by the opposition. Opposition MPs were demanding answers from the government on the police action on students during the Parliament march on July 20.

But due to the uproar by the opposition MPs, the proceedings of both the Houses of Parliament could not proceed properly today. The proceedings of both the houses had to be adjourned, first till 12 o’clock and then till 2 o’clock. When the proceedings started again after the adjournment of the Lok Sabha till 12 noon, Jitendra Singh presented this amendment bill in the House, but during this the opposition’s uproar continued and it could not be discussed because the proceedings had to be adjourned till 2 o’clock.
Government intensified efforts to start debate
Lok Sabha Speaker Om Birla adjourned the proceedings till 5 pm in view of the uproar in the House. The Speaker has said that there will be more than 6 hours of discussion on the bill. He asked to reach a consensus by 5 pm today. After the adjournment of the proceedings, Parliamentary Affairs Minister Kiren Rijiju met the Speaker.
On the other hand, according to sources associated with the government, the response of the opposition parties will be awaited till 5 pm today. If there is no consensus from the opposition parties, the government will request the Speaker to start a debate on the bill. Even if there is no cooperation from the opposition, the central government will start the process of getting the bill passed. The first priority of the government will be to get the bill passed.
Efforts have been intensified by the government to run the proceedings of the House properly. The Lok Sabha Speaker met Congress leader KC Venugopal and Samajwadi Party chief Akhilesh Yadav separately and talked about running the House. The effort behind this exercise is to get the opposition parties ready for discussion.
