
Many bills will be introduced in the monsoon session of Parliament, one of which is ‘Vande Mataram’ bill, which Home Minister Amit Shah can first introduce in the Rajya Sabha. The purpose of this bill is to make any kind of insult or obstruction in the singing or playing of Vande Mataram a punishable offence. Under the Prevention of Insults to National Honor (Amendment) Bill, 2026, a person convicted of this ‘offence’ can be jailed for up to three years under the new law, which is similar to the punishment for insulting the national anthem ‘Jana Gana Mana’.
In fact, the government had given guidelines to the states to make it mandatory to sing/play Vande Mataram in government programs and now it will be given a legal shape in this session. According to the strategy prepared by the government for the monsoon session, important ordinances will be passed first and ‘Vande Mataram’ bill is included in the important ordinances. Apart from this, important bills include many bills including those related to income tax amendment and the number of Supreme Court judges.
Monsoon session will end on August 13
According to sources, the government’s strategists are fully confident that whenever there is a need for any bill, even if it requires a two-thirds majority, the government has sufficient numbers in the House. After first being approved by the Union Cabinet, the bill will be introduced in the Rajya Sabha by Home Minister Amit Shah after it is listed in the agenda of the Rajya Sabha for consideration and passing. Monsoon session will start from 20th July and end on 13th August.
Insulting ‘Vande Mataram’ will become a crime
If passed by both houses of Parliament, the bill will make insulting ‘Vande Mataram’ a criminal offence, giving it the same legal protection as other national symbols like the national anthem, the national flag and the Constitution. Under the existing law, knowingly preventing the singing of the national anthem or causing disturbance during its singing is punishable with imprisonment of up to three years, fine or both. Under the proposed amendment, the same punishment will be applicable for acts of insult or obstruction during singing of Vande Mataram.
