Chhattisgarh State Power Distribution Company has conducted a survey in the context of discussions regarding smart meters. The company has conducted a three-month comparative study of the electricity consumption of domestic consumers installed with smart meters in various regional offices of the state. Analysis of the consumption of May, June and July 2026 revealed the fact that the electricity consumption of most of the consumers has decreased in the month of July.
Raipur In a study of 3,11,374 domestic smart meter consumers in urban areas, the total electricity consumption during June 1 to June 26, 2026 was recorded at about 10.85 crore units, whereas during July 1 to July 26, 2026, it came down to about 7.77 crore units. That means a total decrease of 28 percent was recorded. If we talk about consumers who consume more than 400 units, then analysis of bills of 1 lakh 21 thousand 135 consumers shows that their consumption has decreased by about 44 percent.
The reason is clear that the basis of consumption is not the smart meter but the actual consumption by the consumers. The consumption of those consumers who did not have smart meters installed in their residences has also registered an increase in the months of April-May-June as compared to last year.
Understand the survey of three cities with examples
1. Avanti Vihar Raipur – Consumer No. 100060XXXX, connected load 5 KW
i. Consumption in April-2025 is 1611 units, Consumption in April-2026 is 2071 units.
ii. Consumption in May- 2025 is 1503 units, Consumption in May- 2026 is 2592 units.
iii. Consumption of June- 2025 is 895 units, Consumption of June- 2026 is 2487 units.
2.Rajeev Nagar Raipur- Consumer no. 100000XXXX, connected load 10 KW
i. Consumption in April-2025 is 1019 units, Consumption in April-2026 is 1065 units.
ii. Consumption in May-2025 is 885 units, Consumption in May-2026 is 1383 units.
iii. Consumption of June- 2025 is 896 units, Consumption of June- 2026 is 1762 units.
3. Kachna Raipur- Consumer no. 100658XXXX, connected load 8 kW
i. Consumption in April-2025 is 1332 units, Consumption in April-2026 is 1360 units.
ii. Consumption in May- 2025 is 1156 units, Consumption in May- 2026 is 1709 units.
iii. Consumption of June- 2025 is 759 units, Consumption of June- 2026 is 1579 units.
Similarly, 240 smart meter consumers of Durg city were selected whose consumption was more than 400 units. In its comparative study of three months also, a significant decrease in electricity consumption was recorded in the month of July. In the study, the total electricity consumption in July 2026 was 76,257 units, while it was 1,65,411 units in June 2026 and 1,75,451 units in May 2026. Thus, about 53 percent decrease has been recorded in consumption in the month of July.
In the city circle of Bilaspur, 9,717 smart meter consumers with monthly consumption more than 400 units were analyzed. In this, the average consumption in the month of May was 524 units, in June it was 596 units and in July it decreased to 312 units. Thus the consumption in July has decreased by about 43 percent.
What do the analysis results say?
1. Consumers who use AC, due to which their consumption is more than 400 units. They are not able to get the benefit of Chief Minister Energy Relief Jan Abhiyan Yojana, due to which the increase in electricity bills is reflected. But in the data extracted from the system for the month of July, there has been a significant decrease in the consumption of such consumers, due to which the amount payable for the consumption of the month of July whose bill will come in August will be reduced and more consumers will get the benefit of the Chief Minister Energy Relief Jan Abhiyan Scheme.
2. The consumption of those consumers who do not have smart meters installed in their residences has also increased in the months of May and June as compared to last year. But in the month of July, less consumption has been recorded in the same meter.
That is, smart meter is not the reason for registering higher consumption but more use of electrical appliances by the consumer.
3. The amount of supply affording was being added to the bill when the highest demand was recorded for three consecutive months due to usage of more than the sanctioned load in the consumers’ connections. Due to this also consumers were getting higher electricity bills.
For the upcoming electricity bills, it has been arranged that if the highest demand is recorded more than the sanctioned load for three consecutive months, the amount of supply affording will be payable only once in a year in the bill for the month of December which will be issued in January.
Consumer can check the daily consumption through Mor Bijli App in Mor Bijli App if smart meter is installed. Even in a normal meter, monthly consumption can be seen through Mor Bijli App, but in this meter, no data of daily consumption is recorded in the app.
Comparison of metered consumption
To resolve the doubts of consumers, the department is also installing check meters, through which proper diagnosis has been made by comparing the consumption recorded in both the meters. The consumption recorded in 4500 check meters installed so far is similar to the consumption recorded in smart meters.
