8th Pay Commission: From village to city… how much money will you get for house rent?

8th Pay Commission: A big good news is knocking for more than 50 lakh employees and 69 lakh pensioners of the Central Government. Since the formation of the 8th Pay Commission, there is tremendous discussion everywhere about increase in salary and allowances. Meanwhile, the biggest stir is being seen regarding House Rent Allowance (HRA). According to the latest estimates, if the government implements a fitment factor of 2.0 in the new commission, then there may be a huge jump in the house rent allowance of employees from level 1 to level 5. This allowance can range from ₹ 10,800 to ₹ 17,520 per month depending on different cities.

How is HRA decided?

House Rent Allowance i.e. HRA is an important part of the basic salary of central employees, which is given to them by the government to meet the expenses of rented house. Another big advantage of this is that employees living in rented houses can claim tax exemption on this allowance under the Income Tax Act. The government has divided the cities of the country into three categories on the basis of population.

  1. X Category: Metro cities with population of more than 50 lakhs like Delhi, Mumbai, Kolkata.
  2. Y Category: Big cities with population between 5 lakh to 50 lakh.
  3. Z Category: Small cities, towns or rural areas with population less than 5 lakh. HRA rates of employees are decided on the basis of these categories.

How much money will level 1 to 5 employees get?

If the government gives green signal to the 2.0 fitment factor formula, then entry level employees are sure to be in luck. As you can clearly see in the possible calculation given in “image_9f9964.png”, the HRA of employees from level 1 to 5 will increase significantly.

In metros (X category), a Level-1 employee can get HRA up to ₹ 10,800 and a Level-5 employee can get a maximum of ₹ 17,520. At the same time, this figure is estimated to be between ₹ 7,200 to ₹ 11,680 in Y category cities and ₹ 3,600 to ₹ 5,840 in Z category small cities. This increase will increase the ‘in-hand’ salary of the employees to a great extent.

What are the major demands of employee organizations?

In view of the continuously increasing inflation in cities, employee organizations are also putting pressure on the government with their demands. All India NPS Employees Federation (AINPSEF) has suggested to the government that the current allowances are inadequate. The direct demand of the organization is that HRA should be increased to 36 percent in X category cities, 24 percent in Y category and 12 percent in Z category. Along with this, organizations also argue that as soon as there is an increase in Dearness Allowance (DA), HRA should also be automatically revised in the same proportion, so that there is no additional burden on the pockets of the employees.

When will the recommendations of the new pay commission be implemented?

Let us tell you that the 8th Pay Commission has started its official work from 3 November 2025. If we look at the working methodology and history of previous pay commissions, it takes a lot of time to draft the entire report.

Market experts believe that the Pay Commission can submit its final and detailed report to the government between February and April 2027. After this it will be sent to the Cabinet for approval and then the new rates will be implemented.
