
The winter session of the Uttar Pradesh Legislature is starting from today, which will continue till December 24. In this brief five-day session, the government will present several important bills, including the bill to convert 8 ordinances into law and the first supplementary budget. However, on the very first day of the session, there is a possibility of an uproar from the opposition parties, especially the Samajwadi Party, over the large-scale smuggling of cough syrup containing codeine and the Special Intensive Revision (SIR) campaign of the voter list.

In the meeting, leaders of all parties assured to run the House with decency and parliamentary decorum. President Mahana appealed that members should adopt positive dialogue and everyone should get a chance to speak.
Chief Minister Yogi Adityanath said that there will be open discussion on the bills and members should take part in meaningful debate. Parliamentary Affairs Minister Suresh Khanna assured that the government will respond seriously on every issue. Leader of opposition Mata Prasad Pandey along with leaders of Apna Dal, Subhaspa, Nishad Party, Congress, Jansatta Dal and BSP were present in the meeting.
Main issues that can heat up the House
The opposition will highlight the big racket of illegal smuggling of codeine-based cough syrup. In recent months, this syndicate worth thousands of crores has been exposed in the actions of UP STF, ED and FSDA. Lakhs of bottles were seized, dozens of arrests were made and licenses of many firms were cancelled. SP chief Akhilesh Yadav has called this a proof of ‘mafia rule’.
Apart from this, issues like law and order and payment to sugarcane farmers may also arise. The second big issue is SIR, the opposition is calling it a ‘conspiracy to cut votes’. Whereas the government considers it a process of cleaning the voter list and removing infiltrators. Chief Minister Yogi claimed that about 4 crores have been reduced from SIR, most of which are his supporters. Akhilesh Yadav called it a hidden form of NRC and accused it of targeting PDA (backward, Dalit, minority) voters.
tight security arrangements
To run the session smoothly, tight security arrangements have been made in the Vidhan Bhavan premises. Traffic, investigation and fire fighting arrangements were discussed in the meeting of top officials including DGP and Police Commissioner. This session is the last big opportunity before the 2027 assembly elections, where the government and the opposition will show their respective strengths.
