Winter session of Parliament from today, chances of uproar, opposition and government will face each other on SIR

The winter session of Parliament is starting from today (December 1). At the same time, the opposition including Congress has made a strategy to corner the government. The possibility of a stormy start to the winter session and a deadlock in it appeared on Sunday when most of the opposition parties in one voice raised the demand that the Special Intensive Review (SIR) should be discussed.

However, the government said that Parliament proceedings should proceed smoothly and it would continue talks with opposition parties to avoid a deadlock. After the all-party meeting, Parliamentary Affairs Minister Kiren Rijiju also said in a cheeky manner that this is the winter session and everyone should work with a cool mind.

Opposition should cooperate in running the Parliament

Encouraged by NDA’s landslide victory in Bihar assembly elections, the central government can introduce many important bills in this session. Let us tell you that Kiren Rijiju termed the all-party meeting before the session as positive and said that whatever suggestions came in it will be placed in the BAC (Business Advisory Committee) after consideration. On behalf of the government, I assure that we will continue to hold talks with the opposition to run the winter session of Parliament smoothly. Opposition leaders are requested to cooperate in running the Parliament smoothly.

Rijiju said, in democracy, especially parliamentary democracy, there are deadlocks, there are differences among political parties. Despite this, if we all decide not to create a deadlock in the House and express our views and register a protest, then the House will function.

‘If SIR is not discussed, Parliament will not be allowed to function’

When asked about the issue of SIR, he said that there are many leaders in the opposition parties who want to run Parliament and raise issues. Therefore, it is not appropriate to say that all the opposition parties want to disrupt the proceedings of Parliament by raising the issue of SIR. He said that the opposition has raised many issues, SIR is also one of them. Rijiju said that if SIR is not discussed then they will not allow Parliament to function, all political parties have not said this. If someone has given a statement outside, it should not be considered as a collective statement.

Which issues demand discussion?

Congress, Samajwadi Party, Trinamool Congress and many other opposition parties prominently raised the issue of national security in the backdrop of the Delhi blasts along with the SIR in the all-party meeting called a day before the beginning of the session. Along with this, he urged for discussion on air pollution, foreign policy, condition of farmers, inflation, unemployment and some other topics during the session.

On behalf of the government, Defense Minister Rajnath Singh, Health Minister JP Nadda, Parliamentary Affairs Minister Kiren Rijiju and Minister of State for Parliamentary Affairs Arjun Ram Meghwal attended the meeting. Congress’s Pramod Tiwari, Kodikunil Suresh, Trinamool Congress leader Derek O’Brien, Samajwadi Party’s Ram Gopal Yadav, DMK’s Tiruchi Siva and leaders of several other parties attended the meeting.

These bills were listed

  • The government has listed nine economic bills to be introduced in the winter session, including a bill to amend insurance laws and two other bills to impose taxes and cess on harmful items like tobacco and pan masala. Also, the first batch of supplementary demands for grants for the financial year 2025-26 will be presented during the winter session (December 1-19).
  • According to the list of bills sent to Members of Parliament for the upcoming session, the government is planning to introduce the Insurance Laws (Amendment) Bill, 2025 to increase the foreign direct investment (FDI) limit in the insurance sector from 74 percent to 100 percent as part of new generation financial reforms. So far the insurance sector has attracted investment of Rs 82,000 crore through foreign direct investment (FDI).
  • Additionally, the Central Excise (Amendment) Bill, 2025 and the ‘Health Care National Security Cess Bill, 2025’ have been listed for introduction by Finance Minister Nirmala Sitharaman in the Lok Sabha. The bill has a provision to impose excise duty on tobacco products like cigarettes, which will replace the GST Compensation Cess.
  • The Health Security National Security Cess Bill, 2025 will replace the compensation cess on pan masala. Its purpose is to raise resources to meet expenses for national security and public health and to impose a cess on the machines or processes by which specified goods are manufactured or produced.
  • Currently, 28 percent GST is levied on tobacco and pan masala, and along with it, compensation cess is also collected at different rates.
  • Apart from this, the Securities Market Code Bill 2025 has been listed for introduction. This Bill will ensure a unified securities market code for ease of doing business. The Public Trust (Amendment of Provisions) Bill, 2025 will be brought for discussion in the winter session. The bill was introduced in the Lok Sabha in August and was referred to a select committee, which is to submit its report by the first day of the winter session.
  • Other economic bills to be introduced in the winter session include the Insolvency and Bankruptcy Code (Amendment) Bill, 2025, the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, the National Highways (Amendment) Bill, 2025 and the Corporate Laws (Amendment) Bill, 2025.
