Why the uproar over ‘VB-G RAM-G’, how different is this scheme from MNREGA?

The central government is going to make major changes in the rural employment system. Now preparations are being made to implement the new scheme VB-G RAM-G in place of MNREGA, for which a bill will be introduced. The government is calling it the roadmap of Developed India 2047. We have prepared for you a quiz on concerns regarding this bill in simple words so that you can get answers to every question.

The first question is- what will be the name of the new scheme? Answer is- Vikas Bharat-Guarantee for Employment and Livelihood Mission (Rural). The second question is- How many days of employment guarantee under the new scheme? Now there is a preparation to provide employment for 125 days every year in rural areas.

This scheme is being brought in place of MNREGA, so what is the difference between the two? There is a rule of 100 days employment in MNREGA whereas in this it is 125 days. In MNREGA, only the Center spends, whereas in the new scheme, along with the Centre, the states will also have to contribute financially. The ratio of contribution may vary according to the states.

Grading of Panchayats according to work

In the new scheme, there will be A, B, C…grading of Panchayats according to the work, that is, wherever the work is, so is the grading. This arrangement is not there yet. There is also a provision in it to overcome the shortage of laborers during the sowing season. During that time, if the state wants, it can stop the work and give leave to the laborers for agricultural work. Under this system, there will be a total of 60 days of relief in a year.

This leave will not be given all at once but in different phases. Like 15 days in some seasons, 20 days in others. The next question is how many areas have been identified for rural development. The government’s focus is on four areas. These include water security, core rural infrastructure, livelihood infrastructure and special actions to deal with weather events.

Why is there controversy over the plan?

There is also a question as to why there is controversy over this scheme. Firstly, its name is G RAM G. That means there is Ram in the name. Although, this is an abbreviation of this scheme but there may be objection. Second- There is opposition to removing the name of Mahatma Gandhi. Union Minister Shivraj Singh will present the bill related to name change in Parliament tomorrow.

You must be wondering, then what will happen to MNREGA now? Obviously, if the new bill is passed, MNREGA will be repealed. According to the government, in the new bill, special emphasis has been laid on creation of sustainable rural infrastructure along with employment generation. For transparency, provision has been made for AI based fraud detection and social audit twice a year.

Congress aggressive on the issue of name change

Congress is aggressive on the issue of name change. According to party leader KC Venugopal, Mahatma Gandhi’s name is being erased to destroy his ideas. MNREGA is one of the important projects of the Congress government. Congress says that Narendra Modi has changed the name of ‘Mahatma Gandhi Rural Employment Guarantee Act’ to ‘Developed India Guarantee for Employment and Livelihood Mission (Rural)’.

Congress said, Mahatma Gandhi was killed by his Godse and these sinners are committing the sin of removing his name. But only the name has not changed. In fact, the Modi government has changed this law guaranteeing the right to work and has increased the conditions and control of the Centre, which is against both the states and the workers.

Congress further said, the MGNREGA which proved to be a lifeline for rural India, which gave people the right to work in villages, which strengthened the rural economy – is being completely destroyed. This was a scheme for unskilled laborers, whose budget was given by the central government. Now 60% burden of the budget will have to be borne by the central government and 40% burden by the state governments. This is an attack on the revenue of the states.
