What are the mobile number validation rules? This will be needed in the bank, know why it is necessary

November 29, 2025 by Uma Shankar

Mobile Number Validation: The Department of Telecommunications has made changes in the Telecommunication Cyber Security Rules, 2024. Frameworks like Mobile Number Validation (MNV) platform and resale device scrubbing have been added to it. To promote cyber security, a new platform of Mobile Number Validation (MNV) has been introduced. Now banks and other service providers will get the facility of number verification and the sale of stolen mobile phones will be banned. It will now be mandatory for those selling old phones to check the IMEI number. This step has been taken to stop fake SIMs and cyber fraud.

What is Mobile Number Validation (MNV)

Mobile Number Validation (MNV) is a platform that has been brought by the Ministry of Communications keeping cyber security in mind. On entering the mobile number of any person on this platform, the information goes directly to the telecom operator. After checking, the operator updates the validity of the number on the MNV system, thereby ensuring that the number is in the name of the person using it.

New rules on second hand phones

Those selling old mobile phones will now check the IMEI number of every phone. If the IMEI number of a phone is blacklisted, its sale will be considered illegal. This step has been taken to prevent theft and fake phone sales. This information is updated on the MNV platform so that any person can easily check how many SIMs are issued in his name.

Need of MNV in banking and service

Banks and other service providers will be able to ensure through mobile number verification that the service is being used by the same person in whose name the number is. This will prevent fraudulently opened mutual funds or bank accounts and prevent cyber fraud. The validity of the number can be checked immediately through the MNV system.

Government steps and security measures

The Ministry of Communications has made it mandatory to share information related to mobile phones with the government under the Telecom Identifier User Entity. This will reduce cyber fraud and the user can easily see all the SIMs issued in his name. The security of mobile phones and SIMs will be strengthened across the country through the MNV platform.
