Uproar in Rajya Sabha over ‘Repeal and Amendment Bill’, Congress said – Modi government is working without thinking

December 17, 2025 by Uma Shankar

There was a huge uproar in the Rajya Sabha on ‘Repeal and Amendment Bill’ on Wednesday. During this period, Congress has targeted the Modi government by raising questions on its functioning. Congress Rajya Sabha MP and senior advocate Vivek Tankha
Alleged that while making the law, the Modi government is busy working only in a mechanical manner instead of looking at the practical impact, due to which many tasks become more complicated instead of easier.

Vivek Tankha alleged that every work in the Modi government is being done without thinking. No work is being done on any bill. Giving the example of his home town Jabalpur, he said that earlier court notices were sent through registered post, but now it has been made a rule to send them through speed post. But due to there being only two speed post hubs (Bhopal and Indore) in Madhya Pradesh, the work which earlier used to be done in 2 days, is now taking 6 days to complete.

Also expressed serious concern over Act changes

Congress Rajya Sabha MP and senior advocate Vivek Tankha sarcastically said that in today’s era of fast delivery, this policy of the government is slowing down the system further. He also expressed serious concern over the changes made in the Disaster Management Act. He said that the government has removed the word Disaster Prevention from the law and changed it to Disaster Preparation. He argued that with this change, the entire focus of the disaster management department will be focused only on post-disaster preparation and relief work, whereas the government should first work on the strategy to prevent and prevent disasters.

Research is necessary before making law

He warned the government through the House that these legislative changes made without thinking are creating obstacles instead of improving the administrative system. He further said that Modi government should do research on the law before making it. They should do this in every work. Because he is sitting in the centre. The law made by him applies to the entire country. But the government is working carelessly.
