
The Central Government has appointed former Indian Administrative Service (IAS) officer Raj Kumar Goyal as the Chief Information Commissioner in the Central Information Commission. President Draupadi Murmu administered the oath to Goyal on Monday (December 15). Goyal replaced former Chief Information Commissioner Hiralal Samaria, who left the post vacant from September 2025.
According to the information, the post of Chief Information Commissioner was lying vacant since September 13 after the completion of the tenure of Hiralal Samaria. In such a situation, the responsibility of this post has now been handed over to former IAS officer Raj Kumar Goyal. He took charge as the new Information Commissioner on Monday. President Murmu administered the oath of office to Goyal at a ceremony at Rashtrapati Bhavan. Goyal’s name was recommended by a three-member panel headed by Prime Minister Narendra Modi.

Who is Rajkumar Goyal?
Rajkumar Goyal is a 1990 batch (retired) Indian Administrative Service (IAS) officer of Arunachal Pradesh-Goa-Mizoram-Union Territory (AGMUT) cadre. He retired as Secretary in the Department of Justice under the Ministry of Law and Justice on August 31. He has also served as Secretary (Border Management) in the Ministry of Home Affairs and held important positions both at the Center and in the erstwhile state of Jammu and Kashmir.
Hiralal Samaria’s tenure completed
In fact, the post of CIC had become vacant after the completion of Hiralal Samaria’s tenure on September 13. In such a situation, the panel headed by PM Modi, in the meeting held on December 10, had recommended the appointment of the new Information Commissioner and Raj Kumar Goyal as the Chief Information Commissioner. The panel included Union Home Minister Amit Shah and Leader of Opposition in Lok Sabha Rahul Gandhi.
When the newly elected Chief Information Commissioner and Information Commissioners assume charge, it will be after a gap of more than 9 years that the Commission will function at full capacity. The Commission is headed by the Chief Information Commissioner and it can have a maximum of 10 Information Commissioners. Presently Anandi Ramalingam and Vinod Kumar Tiwari are working as Information Commissioners.
